Lao Cai has achieved many positive results in poverty reduction efforts during the 2021-2025 period.

During the period 2021-2025, poverty reduction efforts in Lao Cai province achieved many important results, contributing to improving the material and spiritual lives of the people, especially ethnic minorities and people in mountainous areas.

In the context of severe impacts from natural disasters, epidemics, and complex terrain conditions, Lao Cai province has implemented a comprehensive national target program for sustainable poverty reduction, linked with the construction of new rural areas and socio-economic development in ethnic minority regions. Support policies have been implemented promptly and targeted correctly, focusing on developing livelihoods, creating jobs, and increasing income for the poor.

As a result, the poverty rate in the province has decreased by an average of about 4% per year; currently, the poverty rate for the entire province is 5.71%. Ethnic minority households, which account for over 93% of the total number of poor households, are given priority in receiving support policies regarding housing, healthcare, education , clean water, and access to basic social services.

In addition, the province has completed 100% of the plan to eliminate temporary and dilapidated houses, finishing 6 months ahead of the target set by the Central Government; 100% of poor households and social welfare beneficiaries have been issued health insurance cards, contributing to reducing the burden of medical expenses for the people. Vocational training and job creation continue to be promoted, gradually shifting the labor structure in rural and mountainous areas.

Based on the achievements made, Lao Cai province has determined that in the period 2026-2030, it will continue to prioritize resources for multidimensional and sustainable poverty reduction, striving to control the risk of re-poverty, gradually narrowing the development gap between regions, and ensuring that no one is left behind. The goal is to maintain a reduction rate of 2.5-3% per year in the multidimensional poverty rate; reduce the number of poor households according to multidimensional criteria in ethnic minority and mountainous areas to below 10%; essentially eliminate all extremely difficult communes and villages; and strictly control the risk of re-poverty.
