NDO - Comrade Le Thanh Do, Chairman of the People's Committee of Dien Bien province, has just directed relevant sectors and units to speed up the implementation of the Nam Rom River Basin Multi-Disaster Management Project in Dien Bien province by mobilizing all resources to complete site clearance for the project before May 31.

According to the report of the Management Board of Agricultural Projects of Dien Bien Province - the unit assigned to be the investor of the Nam Rom River Basin Multi-Disaster Management Project, up to this point, the project's progress has been much slower than the original plan (complete the entire project by the end of 2025). The main reason is due to problems with site clearance in Dien Bien Phu City.

Comrade Nguyen Huu Hiep, Director of the Management Board of Agricultural Projects of Dien Bien province, said that in Dien Bien Phu city, the Land Fund Development Center (under the Department of Agriculture and Environment) is the unit assigned to carry out the site clearance work for the Nam Rom River Basin Multi-Disaster Management Project.

The project requires land acquisition from 289 households and organizations in 6 wards of Dien Bien Phu city with a total area of ​​57.66 hectares. Up to now, 274 cases have been counted and plans have been developed (reaching 94.8%), however, 15 cases have not been implemented due to the need to adjust the ownership records.

One of the project sites in Thanh Truong ward, Dien Bien Phu city is currently facing land issues so the contractor cannot construct.

At the People's Committees of wards, the land recovery and clearance support plans for 111 households have been posted; 28 cases (27 households, 1 organization) have been submitted to the City People's Committee for appraisal. The City has approved the compensation plan for 20 households and 1 organization with a total area of ​​over 22,000m², with a total cost of nearly 146 million VND. The payment was made on March 20, 2025.

Regarding resettlement arrangements, there are 11 households that must be relocated. The Provincial People's Committee has agreed to arrange them in 2 areas, including the 15m road (8 households) and area No. III of the Dien Bien Airport Upgrade Project (3 households).

However, in the overall project, the work of verifying the origin of land still has many shortcomings, so out of 274 new records, 213 records have reports prepared, but only 108 reports meet the requirements. Currently, there are 166 cases that have not completed verification, of which 61 households have not yet reported, greatly affecting the progress of preparing, appraising and approving compensation plans.

Emphasizing the significance of the project, Comrade Le Thanh Do, Chairman of the People's Committee of Dien Bien province affirmed that for Dien Bien Phu city and Dien Bien district, the Nam Rom River Basin Multi-Disaster Management Project has special importance and significance in terms of socio -economics, increasing the capacity to adapt to climate change which is becoming increasingly evident. The completed project also contributes to regulating the Nam Rom River, protecting the environmental landscape, increasing the capacity to adapt to climate change and creating a new look for the center of Dien Bien Phu city and Dien Bien district. However, currently, the project progress is too slow, causing many other difficulties for the overall implementation of the project.

Affirming that the most urgent requirement of the project at this time is progress, at the working session with relevant units on the afternoon of April 8, comrade Le Thanh Do requested that the sectors and units must concentrate highly, mobilize all forces to work urgently and resolutely to complete all site clearance work before May 31, 2025.

Specifically, the Chairman of the People's Committee of Dien Bien province requested the Land Fund Development Center and the Provincial Agricultural Project Management Board to promptly complete the measurement contents, correct the support documents; closely coordinate with the People's Committees of the wards to verify the origin of the land, and fully supplement the missing information. With the People's Committees of the wards, comrade Le Thanh Do requested to resolutely handle the backlog, accurately determine the resettlement needs as well as cases requiring housing support to ensure the stability of people's lives. The counting, preparation and approval of compensation plans must be carried out simultaneously, without waiting, without overlapping procedures.

For cases of land lease or land use that are not in accordance with regulations, Chairman of the Provincial People's Committee Le Thanh Do requested that land be recovered in accordance with the provisions of the law, ensuring strictness and efficiency in land management. The People's Committee of Dien Bien Phu City must focus on urging and directing wards to properly implement procedures and regulations in site clearance work, avoiding complicated and prolonged complaints and lawsuits.

According to Decision 170/QD-TTg dated February 4, 2021 of the Prime Minister on approving the policy of implementing the Nam Rom River Basin Multi-Disaster Management Project, the project is invested with more than VND 981 billion (ODA loan from the French Development Agency, non-refundable aid from the European Union and counterpart capital). The project includes the following items: building 14.7 km of new embankments on both sides of the Nam Rom River; dredging and expanding some river sections; building 2 dams...

The completed project will contribute to minimizing damage caused by natural disasters and protecting the safety of 40,000 households in the center of Dien Bien Phu city, Dien Bien district.
