An Lao District is located in the Southwest of Hai Phong City, about 18km from the city center. The district has a natural area of over 114.9km2, population of 162,346 people (2024). The district has 17 commune-level administrative units, including 2 towns and 15 communes.
Implementing the national target program on new rural construction, the district has been implementing since 2011, by the end of 2019, 100% of communes in the district met the standards of new rural communes. In 2022, the district was recognized by the Government as meeting the standards of new rural districts.

After completing 100% of communes meeting new rural standards. Implementing the policies and orientations of the central government and the city, from 2020, the district will implement the construction of advanced, model new rural communes; at the same time, from 2023, the district will implement the construction of advanced new rural districts.
By the end of 2024, An Lao district had 100% of communes meeting the standards of advanced new rural communes (and at the same time meeting the requirements according to the set of criteria for new rural communes in the period of 2021-2025), 2/2 towns meeting the standards of civilized urban areas and the district had completed 9/9 criteria according to the set of criteria for advanced new rural districts in the period of 2021-2025.
Regarding planning criteria, An Lao district achieved 2/2 targets on detailed planning for construction of functional areas of production support services in the area and construction of technical infrastructure or social infrastructure invested in construction to meet the required level according to the approved district construction planning.

Regarding transportation, the transportation system in An Lao district ensures connectivity between communes, regions and concentrated raw material areas, suitable for the urbanization process. The proportion of kilometers of district roads that are asphalted or concreted, have necessary traffic safety items according to regulations, are planted with trees, and are maintained annually, ensuring light - green - clean - beautiful.
Currently, in An Lao district, there is a bus station in Quoc Tuan commune that has been invested in and built under the Hai Phong City urban transport development project using ODA loans from the World Bank.
Through inspection and survey of the actual operation and items of the bus station in Quoc Tuan commune, the criteria are suitable for a type 3 passenger bus station according to regulations.
An Lao district has met all criteria on irrigation, natural disaster prevention and control, and electricity.

Regarding health - culture - education, the rate of people participating in health insurance in An Lao district is over 95%. There are parks and squares equipped with sports equipment. Traditional cultural values are inherited and effectively promoted; cultural heritages in the area are inventoried, registered, taught, ranked, restored, embellished and protected. 100% of high schools meet national standards level 1.
In terms of economy, An Lao district achieved 5/5 targets, industrial parks were filled 50% or more; raw material areas were invested synchronously, assigned area codes, markets met grade 2 standards, there was a plan to support rural economic development with key products; the image of the district's tourist attractions was promoted through Internet applications and social networks.
Regarding the environment, An Lao district achieved 8/8 targets. The proportion of domestic solid waste, non-hazardous solid waste, and hazardous waste in the district is collected and treated according to regulations.
The proportion of domestic wastewater in the entire district is collected and treated with appropriate measures and facilities. The entire district has no craft villages that cause environmental pollution. Plastic waste generated in the area is collected, reused, recycled, and treated according to regulations.
Up to now, 100% of households in An Lao district use clean water from the centralized water supply system. Centralized water supply works in the district are organized for management and sustainable operation. Food production and trading establishments managed by the district comply with regulations on ensuring food safety.
From 2021 to present, there have been no food safety incidents in the district due to food poisoning, food-borne diseases or situations arising from food causing harm to human health within the district's management scope.
Security and order in the district are maintained and improved. There are no illegal mass protests in the district.
By 2024, the number of administrative procedures providing public services online in part and in full will reach 99.73%.
Through 2 phases of mobilizing budget resources for new rural construction in the district (from 2011-2022 and from 2023-2024), it reached more than 9,600 billion VND.
With the achieved results, on March 14, Deputy Prime Minister Tran Hong Ha signed Decision No. 602/QD-TTg recognizing An Lao district as meeting advanced new rural standards in 2024.
