Specifically, the City People's Committee agrees in principle with the proposal of the Department of Construction in Report No. 4170/BC-SXD dated May 26, 2025 on implementing the renovation and repair of damaged water intake gates and ditches (or structures that do not ensure drainage), raising the elevation of all filled manholes and adding water intake gates and ditches along roads that are frequently flooded or have stagnant water on the road surface.
The funding source for implementation is from the environmental protection career budget allocated to the Department of Construction in 2025 and balanced from the source of urban drainage service orders in 2025 allocated to the Department of Construction.
The City People's Committee assigned the Department of Construction to coordinate with the Department of Finance to report to the City People's Committee to consider and supplement environmental protection career funding for implementation.
The city leaders assigned the People's Committees of districts to urgently direct contractors to carry out dredging and clearing the drainage system under their management, especially prioritizing the entire volume of water intake gates and canals according to the 2025 plan, to be completed before June 16; at the same time, strengthen supervision of the dredging and clearing process of contractors.
For the remaining volume (dredging of drainage ditches), in case it cannot be completed before June 16, the City People's Committee will direct relevant units to organize appropriate implementation.
The Department of Agriculture and Environment directed the Center for Natural Resources and Environment Monitoring to closely inspect the trucks transporting dredged sludge to the landfill and only confirm the correct objects, as a basis for units to compare the volume and accept the work performed by contractors.
Specialized construction investment project management boards direct construction contractors to regularly check the operation of drainage systems that have not been handed over to functional management units and proactively dredge and clear them before the 2025 rainy season (complete the entire workload by August 2025 at the latest).
