Streamlined organization, smooth work

Head of the Propaganda and Mass Mobilization Department of Me Linh District Party Committee Trinh Thi Hong Ngan said: After the reorganization, the Department has 1 head, 2 deputy heads and 7 specialists. The workload of the unit after the reorganization is large, the Department has rebuilt the working regulations for each job position to handle daily professional work most effectively.

The Committee focused on advising the Standing Committee of the District Party Committee to innovate the content and form of propaganda, continue to improve the quality of political theory work, traditional education, orienting public opinion, fighting against wrong views, protecting the ideological foundation of the Party. At the same time, helping the District Party Committee to promote mass mobilization work associated with propaganda, mobilizing people to effectively carry out patriotic emulation movements, participate in building a clean and strong Party and political system...

For the Department of Agriculture and Environment, it was established on the basis of reorganizing the Department of Natural Resources and Environment; receiving the state management function of agriculture and rural development, natural disaster prevention and control from the Department of Economy; receiving the state management function of poverty reduction from the Department of Labor - Invalids and Social Affairs. After the arrangement, the total number of cadres and civil servants of this department is 12 people, including 1 head of department, 3 deputy heads of department and 8 specialists. Mr. Tran Nguyen Ngoc, Head of the Department of Agriculture and Environment, said that with a large amount of work, assigned to advise the District Party Committee and the District People's Committee on many important tasks, in order to complete the assigned tasks well, the department's leaders do a good job of ideological work, motivating cadres, civil servants and workers to promote a sense of responsibility to work both during and outside of office hours, ensuring that no tasks are missed and work is not interrupted.

As a civil servant transferred from the (old) Economic Department to the Department of Agriculture and Environment, Mr. Vu Sy said: "After the merger, I was still assigned to perform my previous tasks, so everything went smoothly, without any difficulties or disruptions."

According to Head of the Economic, Infrastructure and Urban Affairs Department Quach Si Dung, with a spirit of urgency and seriousness, after the reorganization, the new apparatus operated stably, without interruption of professional activities. State management work on economics, infrastructure and urban areas was closely implemented, resolved promptly and in accordance with regulations. The unit also reviewed procedures, regulations, and job positions to promote the full capacity and strengths of each cadre and specialist, in order to better serve the people...

In addition to the units subject to reorganization and streamlining, Me Linh district leaders also directed other departments, such as: Department of Internal Affairs, Department of Health, Department of Finance - Planning, Department of Education and Training... to quickly stabilize their thoughts and focus on professional work.

As a result, in the first quarter of 2025, the entire Me Linh district organized for 97% of cadres and party members to participate in studying the directives and resolutions of the Central and City Party Committees; opened 14 political theory and professional training classes for 1,857 students; coordinated to maintain and well manage the intermediate political theory class K34A-24; promptly grasped public opinion, oriented, propagandized information and coordinated to well resolve problems at the grassroots level.

In addition, in the first quarter, Me Linh district collected 1,141 billion VND in state budget revenue; of which, import-export revenue was 760.4 billion VND, domestic revenue was 380.6 billion VND, reaching 27% of the city's assigned estimate... The Department of Agriculture and Environment coordinated with communes and towns to review and approve the results of residential service land review for 420 eligible cases; implemented 10 infrastructure projects to allocate residential service land...

Continue to implement administrative unit arrangement

According to Nguyen Anh Tuan, Deputy Secretary of the District Party Committee and Chairman of the People's Council of Me Linh District, Me Linh District has been exemplary and responsible in implementing the arrangement and streamlining of the organizational apparatus in accordance with the direction of the Politburo and Hanoi City. With the spirit of urgent and serious work, in a short time, the district has completed the arrangement and streamlining of the apparatus of departments and offices in accordance with the principle of "Refined - Compact - Strong - Effective - Effective - Efficient".

After one month of official operation, the new agencies with new functions and tasks have been operating stably, ensuring smooth and continuous operation from the first day of operation under the new model; no work interruptions, no time gaps, no vacant areas or fields; no impact on the normal activities of people and businesses. This result affirms that the arrangement of the organizational apparatus of the Politburo and the Central Party Secretariat is correct and needs to continue to be effectively implemented.

Currently, the Standing Committee of the District Party Committee is directing the entire political system from the district to the grassroots level to continue promoting the spirit of solidarity, unity, and determination to best complete the tasks, especially paying attention to attracting businesses to invest in the area, developing production and business, in order to increase budget revenue, tighten land management, construction order, etc. to maintain the pace of development, contributing to the city's economic growth of more than 8% in 2025.

In particular, the District Party Committee directed its subordinate Party cells and committees to focus on propaganda, mobilization, and creating high consensus among cadres, civil servants, public employees, and people in implementing the arrangement of administrative units according to Conclusion No. 127-KL/TU dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue arranging the apparatus of the political system; Conclusion No. 128-KL/TU dated March 7, 2025 of the Politburo on the policy on personnel work.

At the same time, the District Party Committee assigned specialized agencies to conduct a comprehensive review and assessment of the staff, civil servants, and public employees, develop plans, and prepare all necessary conditions to be ready to reorganize the apparatus in accordance with the direction of the central government and the city. Thereby, contributing to the success of the apparatus streamlining revolution so that Me Linh district, along with the capital and the whole country, can firmly enter the new era of the nation.
