Phuoc Son village changes into "new clothes"

Phuoc Son is a mountainous district located in the southwest of Quang Nam province, about 120km from the provincial center with the proportion of mountains and hills accounting for 95% of the total area. The population in the area is quite sparse, there are many ethnic minorities living with the economy mainly depending on forests and slash-and-burn farming, so the economic and social life is still very difficult, considered a poor district of the province.

Mr. Le Quang Trung - Chairman of Phuoc Son District People's Committee said: "Determining that new rural construction is an opportunity and motivation for the locality to transform and develop, in recent times, the district has focused on propagating and mobilizing cadres, party members and people of all walks of life, thereby raising awareness and sense of responsibility in new rural construction.

Over the past 12 years, with the support of capital sources and the direction of the local government, Phuoc Son has had significant changes. In particular, essential infrastructure has been invested and upgraded to meet the needs of socio -economic development in the area; the transportation system has been solidified from the district to the commune and village levels, creating favorable conditions for people's lives in daily life and production.

Irrigation works ensure irrigation capacity for over 85% of production area; 100% of communes have solid schools; medical stations are invested to serve well the work of taking care of people's health; 100% of villages have electricity; 98% of households have access to clean water; 100% of villages have village houses, community activity houses, village sports areas... Rural security and order are maintained; the grassroots political system continues to be improved, improving the effectiveness and efficiency of work.

By the end of 2023, the total new rural criteria achieved by the district will be 139 criteria/11 communes, an average of 12.6 criteria/commune; there will be no more communes with less than 10 criteria; completing the construction of 1 commune meeting the new rural commune standards (Phuoc Xuan) and 1 village meeting the standards of a model new rural residential area in 2020 (Lao Du village, Phuoc Xuan commune).

Mr. Tran Hong Quan - Director of the Phuoc Son District Land Fund Development and Investment Project Management Board said: In 2024, the board is managing 77 projects, of which 7 projects are transferred from 2021 to 2024 and 17 projects are transferred from 2022 to 2024, 36 projects are transferred from 2023 to 2024 and 17 projects are expected to be implemented in 2024.

In recent times, basic construction investment projects, especially transportation, schools, etc., have helped change the rural appearance of the mountainous district of Phuoc Son day by day.

In particular, projects implemented under capital from the National Target Program on New Rural Development; National Target Program on Poverty Reduction; National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas have met the living and socio-economic development needs of the people, contributing to shortening the gap between mountainous and plain areas.

Income of people in mountainous areas is constantly increasing

Mr. Trung said that the common goal that Phuoc Son district is aiming for is to continuously improve the material and spiritual life of the people, thereby gradually reducing poverty sustainably, ensuring social security, and increasing income for the people.

At the same time, carry out the task of developing production in the direction of developing goods associated with linking product consumption, applying technical advances, food hygiene and safety, enhancing product value, increasing income, and improving the lives of farmers.

In general, the socio-economic situation of the district from 2012 to present has developed stably, with an average growth rate of 9.22% (target of 9-10%). The proportion of the production value structure of industry and construction is 68.04%; trade and services are 23.35%; agriculture, forestry and fishery are 8.36%.

Average income per capita by the end of 2023 is estimated to reach 28.7 million VND, an increase of 12.2 million VND/person compared to 2015; the multidimensional poverty rate has decreased to about 39.98%, of which poor households are 27.64% and near-poor households are 12.34% (according to new standards).

In particular, implementing Resolution No. 35/2021/NQ-HDND of the Provincial People's Council, Phuoc Son district actively supports farmers in developing garden economy - farm economy in the period of 2021-2025.

At the same time, promote the development of local products, specialties, and rural industries under the "One Commune One Product" (OCOP) Program associated with the development of services, tourism, and digital economy in the locality. Up to now, the whole district has 15 products of 11 entities recognized as achieving 3-star OCOP status.

In addition to vocational training for rural workers, supporting the promotion and development of start-up and innovation models. Phuoc Son district also pays attention to and supports the establishment of cooperatives, cooperatives, small and medium enterprises; restructuring economic organizations in the district, attracting human resources, promoting local economic development, creating jobs, increasing income for people and changing the face of mountainous rural areas....

By the end of 2025, Phuoc Son district strives to have 4 more communes meeting new rural standards (Phuoc Nang, Phuoc Chanh, Phuoc Cong, Phuoc Hiep communes); at the same time, maintain and upgrade the standards of 1 commune that has met new rural standards according to the new set of criteria for the period 2021-2025 (Phuoc Xuan commune), bringing the total number of communes meeting new rural standards to 5/11 communes, reaching a rate of 45%. The average number of criteria meeting new rural standards in the district is from 15 criteria/commune or more.

Average income per capita by 2025 is estimated to reach 33 million VND; the poverty rate will decrease by 0.6% or more annually; there will be no more temporary or dilapidated houses; the rate of rural households using clean water will reach 100%; the rate of population participating in health insurance will reach 100%...

"As a mountainous district, where socio-economic conditions are still difficult, moreover, when applying the new set of criteria (2021-2025 period), many criteria are still very high compared to the actual situation of the locality. Therefore, to complete the set goals, the Party Committee, government and people of Phuoc Son district will continue to join hands and overcome difficulties to build a new countryside.
