Specific goals and targets for Digital Government Development: Strive for 100% of State agencies in the province to connect to broadband network infrastructure on the Government's dedicated network to meet the deployment of digital services and ensure information security. 80% of administrative procedures that meet the conditions prescribed by law are provided in the form of full-process online public services. 80% of administrative procedure records are processed completely online, people only have to enter data once. 100% of people and businesses using online public services are identified and authenticated seamlessly and unified across all systems of government levels. State administrative agencies at all levels and public service providers carry out digitalization to serve the transformation of digital office models; strive to achieve 90% of criteria on perfecting digital government. Strive for the index of people and businesses satisfied with the settlement of administrative procedures to reach 90%. Specialized agencies build digital data that meets 70% of the industry's requirements and is synchronized to create a foundation for developing the digital economy and digital society...

Regarding Digital Infrastructure, strive for 100% of information systems and digital platforms to be deployed on the province's cloud computing infrastructure. The rate of villages/groups with fixed broadband coverage reaches 100%. The rate of villages/groups with mobile broadband coverage reaches 100%. The rate of households with fiber optic broadband Internet coverage reaches 100%. The rate of adults using smartphones reaches 80%.

For Digital Economic Development, strive for 90% of enterprises in all fields and industries to apply information technology in production and business activities and participate in electronic transactions in the network environment. The proportion of the digital economy reaches 15% of GRDP. The proportion of enterprises using electronic contracts reaches 70%. The proportion of small and medium enterprises using digital platforms reaches about 65%. The proportion of digital economic workers in the workforce reaches 2%.

For Digital Social Development, strive to have 85% of the population granted electronic identification. The percentage of the population aged 15 and over with a payment transaction account at a bank or other licensed organization. The percentage of the adult population with a digital signature or personal electronic signature is over 40%. The percentage of people of working age trained in basic digital skills is over 50%. The percentage of people connected to the Internet with basic protection is over 60%. The percentage of the adult population using online public services is over 50%...
