3-year financial and budget plan 2026 - 2028

On November 24, 2025, the Provincial People's Committee submitted to the Provincial People's Council the State financial and budget plan for the 3 years 2026 - 2028.

Accordingly, in 2025, the provincial economy is estimated to increase by 8%, the total value of products in the province GRDP at current prices is estimated at 172,033 billion VND, the export turnover is estimated at 2,600 million USD for the whole year; total budget revenue in 2025 is estimated at 11,580 billion VND, exceeding 11.69% of the estimate. Local budget expenditure in 2025 is estimated at 27,535 billion VND, reaching 102.7% of the estimate.

Production and processing of seafood for export is an important source of revenue, contributing to the province's export turnover.

It is forecasted that in 2026, GRDP will increase by about 10%, export turnover will reach 8.95 billion USD, total social investment capital will be about 270,000 billion VND. The province will continue to prioritize development investment spending, tighten financial discipline, strengthen anti-loss revenue, improve the investment environment and ensure social security.

The plan is an important basis for the province to proactively balance the budget, ensuring the goal of sustainable socio-economic development in the 2026 - 2028 period.
