Speaking at the discussion session, Delegate Nguyen Thi Mai Hoa (Dong Thap Province Delegation), Vice Chairwoman of the National Assembly's Committee on Culture andEducation , said that regarding the necessity and authority to adjust some contents related to Resolution 53/2017/QH14, the delegate basically agreed with the Government's proposal and the review opinion on allowing the extension of the capital disbursement period. The delegate said that this is the legal basis for continuing to complete the construction component projects as well as implementing the disbursement of the projects. The consideration of this adjustment to include in the General Resolution of the 6th Session is that this option is reasonable.
Delegate Nguyen Thi Mai Hoa shared with the Government as well as Dong Nai province because the Long Thanh airport project is a national key project with an extremely important role, connecting the provinces and cities of the Southern key economic region in general and Dong Nai in particular with important economic centers of the whole country, and at the same time connecting internationally.
The delegates noted that during the project implementation period, Dong Nai province has also proactively proposed many solutions, including the provision of local budget to continue paying compensation costs, support resettlement to complete land acquisition for the project and hand over the entire site of phase one. This shows great political determination and is a very reasonable solution of Dong Nai province. However, through studying the documents and opinions of some delegates who spoke before, there are still some concerns.
Delegate Nguyen Thi Mai Hoa stated that in reality, the progress of the Long Thanh airport project is very slow and facing many difficulties. The reason given is that the project implementation fell during the COVID-19 pandemic, the delegate said that this is not the main reason. Because the determination of Dong Nai province and the Government when submitting to the 14th National Assembly is to hand over the site in 2020, that is, before 2021. Meanwhile, the COVID-19 pandemic occurred in Dong Nai in mid-2021. Thus, this is not the main reason.
The delegate said that there are many reasons and the Government and the province need to analyze to gain more lessons and have appropriate solutions when implementing similar projects in the future.
Regarding the requirement that land acquisition, compensation, support, and resettlement be implemented in one go and completed before 2021, the content is stipulated in Resolution 53/2017/QH14. However, according to the proposal submitted to the National Assembly at this session, it is from the end of 2021 to the end of 2024, which is expected to be delayed by 3 years. Delegate Nguyen Thi Mai Hoa raised the issue of how the adjustment of the time of this component project has and will affect the progress of completing and putting into operation phase 1 of the Long Thanh airport project, which is expected to be completed in 2025.
The delegate said that there needs to be a clear commitment from the Government. The delegate also asked whether the project would be delayed, for how long, and apart from this time of adjustment, what other content might need to be submitted?
Regarding the proposal to extend the disbursement period for the allocated capital until 2021, according to the provisions of the Law on Public Investment, in case of force majeure, the Prime Minister can decide to extend but not beyond December 31 of the following year - only up to 1 year. Thus, this capital source can only be extended until December 31, 2022.
It has now been overdue for nearly a year. According to Article 64 of the State Budget Law, when the time limit for finalizing the settlement has expired and the expenditure has not been fully implemented, it must be canceled. "So are there enough conditions to consider extending the allocated capital from 2021 to 2024?", Delegate Nguyen Thi Mai Hoa asked the Government to clarify this content.
According to the Delegate, when the 14th National Assembly accepted to separate the project into components, it requested the Government to pay attention to and ensure resettlement, stabilize the lives and production of people in affected areas; and ensure that people have new housing that is better than their old housing.
The Vice Chairman of the Committee for Culture and Education also emphasized that this is a project related to social security work, and it is necessary to have solutions to change jobs and provide vocational training for people in the land acquisition area so that they can participate in the service during the exploitation of Long Thanh airport. This is an issue that needs to be paid attention to and implemented by the Government and localities.
“The Long Thanh airport project is a very large project and spans three National Assembly terms. The 13th National Assembly approved the investment policy. The 14th National Assembly issued Resolution 53/2017/QH14 agreeing to separate the land acquisition, compensation, and resettlement support projects. This time, the 15th National Assembly will consider and approve the inclusion in the Resolution of the 6th Session to allow the delay in disbursement of component projects. This is an effort, endeavor, and support of the National Assembly with the Government to implement a large project and hopefully the progress of completing phase one in 2025 will be guaranteed and there will be no further delays,” said Delegate Nguyen Thi Mai Hoa.
Sharing the same view, Delegate Nguyen Thi Viet Nga (National Assembly Delegation of Hai Duong Province) said that, regarding the reasons for adjusting the project implementation time, the Government's Report stated many reasons leading to the extension of the project implementation time, however, most of them were objective reasons, there were no subjective reasons. There were even reasons that were not very convincing, such as the COVID-19 pandemic.
Delegates suggested that there should be more realistic assessments of the reasons for the project's delay, especially subjective causes, so that effective solutions can be found to avoid further delays in the future.
In addition, the implementation of the vocational training project to create jobs and reorganize people's lives has been too slow, while this is an important content of the project. Delegates suggested that this issue should be carefully researched, evaluated and have specific solutions.
Delegate Nguyen Thi Nhu Y (Dong Nai Province National Assembly Delegation) expressed her agreement with the extension of the contents of Resolution 53. Referring to the content of resolving the project of employment, reorganizing the lives of people subject to relocation, clearance and vocational training, and job creation for people in the area of land acquisition, the delegate said that, implementing Decision No. 1487 dated November 6, 2018 of the Prime Minister, on July 4, 2018, the People's Committee of Dong Nai Province issued Decision No. 2281 on approving the Project of vocational training, job creation and reorganization of lives for people in the area of Long Thanh International Airport project. With the goal of vocational training, job creation for workers, free tuition support as well as general education and university education with an estimated budget of over 300 billion VND.
However, as of December 31, 2022, the content of vocational training and job creation expenses has not been disbursed because in the period of 2019-2022, households have received land acquisition decisions and resettlement quotas to build houses. Thus, their lives have initially stabilized, so there is no need to register for vocational training and job creation.
In 2023 and the following years, the Department of Labor, War Invalids and Social Affairs has continued to coordinate with departments, branches and the People's Committee of Long Thanh district to organize propaganda and synthesize the needs for vocational training registration and job creation of the people. During this time, the Ministry of Transport also directed the survey of job needs in various fields for people at job supply establishments, and at the same time required these units to commit to the People's Committee of Dong Nai province to prioritize the use of local workers at a certain rate.
Up to now, the Department of Labor, War Invalids and Social Affairs has had a plan and the Job Introduction Center has also organized three trading floors with the number of registered needs of about 9,473 people, providing job counseling to 725 people, and receiving 576 applications from people in need of job settlement.
According to the delegate, most households in the project area are of working age and have jobs. Therefore, when the land is cleared, the need for jobs is not too great. Therefore, the implementation of disbursement in the job creation project has not been achieved much.

Minister of Transport Nguyen Van Thang said that the reasons for the increase and decrease in the total investment of the project have been presented in detail by the People's Committee of Dong Nai province in the adjusted Feasibility Study Report which has been inspected and reviewed by the State Appraisal Council and relevant ministries and branches to ensure full, accurate and honest basis according to the provisions of the Law on Government Organization, the Law on Public Investment, the Law on State Budget, the Law on Environmental Protection, the Law on Land... The People's Committee of Dong Nai province is the investor responsible for organizing the implementation.
Regarding the reasons for the project's delay, the Minister said that, in addition to the objective reasons as presented by the presiding agency, the Government's Report also clearly stated that the subjective reasons were due to many changes in key personnel of the Dong Nai Provincial People's Committee during the project implementation period, prolonged procedures for resettlement planning, bidding design, and a scarce labor force after the COVID-19 pandemic, affecting the progress of construction packages...
However, Minister of Transport Nguyen Van Thang said that through the comments of National Assembly deputies, the Government will continue to evaluate and identify subjective causes in order to learn from experience and have solutions to thoroughly overcome them in the coming time.
Regarding the solution to implement and thoroughly handle the remaining issues after the National Assembly allowed the extension of the implementation period, the Minister said that the Dong Nai Provincial People's Committee will continue to coordinate with the Ministry of Transport, the Ministry of Planning and Investment, and the Ministry of Finance to promptly find solutions to thoroughly handle them. The Dong Nai Provincial People's Committee has also requested investors to establish a detailed and overall construction schedule, monitor and urge in a timely manner, and take strengthening measures. If there is a delay, the Government and the Prime Minister will closely monitor, promptly lead and direct according to the contents of the National Assembly's Resolution to promptly remove difficulties and obstacles, contributing to the project's on-schedule implementation...
Concluding the discussion, Vice Chairman of the National Assembly Nguyen Duc Hai said that the National Assembly Standing Committee will urgently direct the drafting agency, the verification agency and relevant agencies to study and fully absorb the participating opinions to develop an explanatory report, absorb and revise the contents to be submitted to the National Assembly for consideration and approval.
