Opening Ceremony of the National Conference to Disseminate the Resolution of the 11th Plenum of the Central Committee of the Communist Party of Vietnam

On the morning of April 16th, in Hanoi, the Politburo and the Secretariat of the Central Committee held a national conference to disseminate and implement the Resolution of the 11th Plenum of the 13th Central Committee of the Communist Party of Vietnam.

The conference was held in person from the central venue at Dien Hong Hall, National Assembly Building; combined with online connection to 21,000 locations at provincial and city Party committees, Party committees directly under the Central Committee; central ministries, departments, agencies, and public service units; and district and commune-level locations nationwide, with over 1.5 million participants.

Attending at the central venue were Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man; former Politburo members and former National Assembly Chairmen: Nguyen Sinh Hung, Nguyen Thi Kim Ngan; Politburo member and Standing Committee Secretary Tran Cam Tu and a number of Politburo members and Secretariat members. Former Politburo member and former President Nguyen Minh Triet attended at the Binh Duong provincial venue; former Politburo members: former President Truong Tan Sang, former Prime Minister Nguyen Tan Dung attended at the Ho Chi Minh City venue. Politburo members, former Politburo members, Central Committee Secretaries, former Central Committee Secretaries, Central Committee members, and alternate Central Committee members attended at the local and unit venues.

The conference was also attended by leaders of central ministries, departments, and organizations; key officials at the provincial, district, and commune levels from all 63 provinces and cities nationwide; and central, provincial, and district-level speakers.

Many localities have expanded the connection points to include village cultural centers, neighborhood community centers, and other community gathering places.

The conference was broadcast live on Vietnam Television and Vietnam Radio to widely disseminate its content to cadres, Party members, and people from all walks of life.

At the Conference, delegates heard three presentations, including the presentation on "Draft Documents to be submitted to the 14th National Congress of the Party: New points in summarizing some theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years; new points in the draft Report summarizing Party building work and the implementation of the Party Charter to be submitted to the 14th National Congress of the Party; new points in the draft Political Report; new points in the draft report on the 5-year implementation of the 10-year socio-economic development strategy 2021-2030; directions and tasks for socio-economic development in the 5 years 2026-2030" delivered by Politburo member and Prime Minister Pham Minh Chinh.

The lecture on "Revising the Constitution and Laws; Directions for the Election of Deputies to the 16th National Assembly and Deputies to People's Councils at all levels for the 2026-2031 term" was delivered by Politburo member and National Assembly Chairman Tran Thanh Man.

The thematic presentation on “Continuing to streamline the organizational structure for efficiency, effectiveness, and efficiency; amending and supplementing regulations implementing the Party Charter; amending Directive No. 35-CT/TW, dated June 14, 2024, and Conclusion No. 118-KL/TW, dated January 18, 2025, of the Politburo of the 13th Party Congress on Party congresses at all levels for the 2025-2030 term” was delivered by Politburo member, Secretary of the Central Committee, and Head of the Central Organization Department, Le Minh Hung.

These are all extremely important issues that the 11th Conference of the Central Committee of the 13th Party Congress discussed and commented on.

At the Conference, Party and State leaders will present and explain the core contents, new points, and key priorities in the Conference documents, which will serve as the basis for Party committees, Party organizations, ministries, departments, and localities to continue to understand, disseminate, and implement them in their respective agencies and units.
