On the morning of June 3, at the National Assembly House ( Hanoi Capital), National Assembly Chairman Tran Thanh Man chaired and delivered the opening speech at the 46th Session of the National Assembly Standing Committee.
The National Assembly Chairman assessed that the first phase of the 9th Session of the 15th National Assembly had ended successfully. The National Assembly passed 8 Resolutions, notably the Resolution on amending and supplementing a number of articles of the 2013 Constitution and the Resolution on establishing the Committee to draft amendments to the Constitution.
“These are decisions of special importance, laying the foundation for the process of amending the Constitution in a methodical, careful, and comprehensive manner, meeting the requirements of national development in the new period,” said comrade Tran Thanh Man.
The National Assembly also passed a Resolution on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, and setting the election date for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

“The atmosphere of the parliament was lively, frank, responsible, and enthusiastic, demonstrating the constructive spirit and companionship of the National Assembly and the Government in solving the country's major issues under the leadership of the Party,” the National Assembly Chairman emphasized.
Reviewing the contents of the meeting, the National Assembly Chairman said that the National Assembly Standing Committee will give opinions on the reception, explanation, and revision of 28/31 draft laws and resolutions discussed in the first round of the 9th Session, which are expected to be submitted to the National Assembly for approval in the second round.
Comrade Tran Thanh Man assessed that this is a huge amount of work, covering many areas, requiring a meticulous working spirit, high responsibility, and close coordination between the submitting agencies, the reviewing agencies, and relevant agencies.
The National Assembly Standing Committee also gave its first comments on four contents submitted to the National Assembly at the second session. In addition, implementing the Politburo's Conclusion, in the second session, the Government and the Ministry of Construction will coordinate with the National Assembly's Committee on Science, Technology and Environment to submit to the National Assembly for consideration and approval the draft Law on Railways (amended) according to a shortened process at one session, replacing the National Assembly's Resolution on piloting a number of specific and special mechanisms and policies for investment in developing the railway system. The session also gave its comments on the project on rearranging provincial-level administrative units in 2025.
The Standing Committee also considered and approved 7 other contents under its authority, including approving in principle resolutions on the arrangement of commune-level administrative units in 2025 (the contents are expected to be submitted to the National Assembly Standing Committee for consideration and approval on June 5).
The National Assembly Chairman requested that the submitting agencies, the reviewing agencies and relevant units coordinate closely and clarify the contents with many opinions, ensuring that each approved document is truly convincing and feasible in practice. The National Assembly Standing Committee focuses on giving opinions on issues with different opinions to reach a consensus before submitting to the National Assembly.
The National Assembly Chairman said that the 46th Session has a large amount of work, many complex contents, requiring careful preparation and close coordination between agencies. Each content is considered not only to perfect the legal system, but also to contribute to creating new momentum for the country's development and ensuring the smooth operation of the state apparatus in the new context.
“I request that you promote a high sense of responsibility, work urgently and seriously; discuss in depth issues with different opinions, ensuring unity and high consensus. Agencies of the National Assembly, the Government, and relevant agencies continue to coordinate effectively, prepare full documents and records, ensure quality and progress, and contribute to the best preparation for the second phase of the 9th Session,” the National Assembly Chairman emphasized./.
