Solemn opening of the 10th Session of the 15th National Assembly

National Assembly Chairman Tran Thanh Man chaired and delivered the opening speech at the session.

Attending the opening session were: former General Secretary Nong Duc Manh; President Luong Cuong; Prime Minister Pham Minh Chinh, former Prime Minister Nguyen Tan Dung; former National Assembly Chairmen Nguyen Van An, Nguyen Sinh Hung, Nguyen Thi Kim Ngan; Standing member of the Secretariat Tran Cam Tu; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; leaders and former leaders of the Party, State, and Vietnam Fatherland Front; leaders of central departments, ministries, branches, and organizations; local leaders; ambassadors, representatives, and heads of international organizations in Hanoi.

On the National Assembly side, there were: Vice Chairman of the National Assembly Nguyen Khac Dinh; Vice Chairman of the National Assembly Nguyen Duc Hai; Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong; Vice Chairman of the National Assembly Vu Hong Thanh; Vice Chairman of the National Assembly Le Minh Hoan; members of the National Assembly Standing Committee; Heads and Deputy Heads of National Assembly delegations and National Assembly deputies.

Vivid proof that the spirit of the law must be one step ahead

In his opening speech at the Session, National Assembly Chairman Tran Thanh Man stated that, in the spirit of the entire Party, people and army, we are determined and making efforts to overcome all difficulties and challenges, striving to successfully implement socio-economic development goals, and making achievements to welcome the 14th National Party Congress; today, the 15th National Assembly solemnly opened the 10th Session, the last regular session of the term.

According to the National Assembly Chairman, in the past time, under the comprehensive leadership of the Party, the close direction of the Party Central Committee, the Politburo, the Secretariat; the participation of the entire political system, the spirit of consensus and joint efforts of the entire Party, the entire army and the entire people, our country has achieved great, comprehensive and historic achievements.

The successful 13th Party Central Committee Conference is an important step in preparing for the 14th Party Congress, while also shaping the strategic vision and direction for leading the country in the new revolutionary period. In addition, there are practical and meaningful activities towards the 80th anniversary of the first General Election to elect the Vietnamese National Assembly. Therefore, the 10th Session not only summarizes the term but also marks the beginning of a new period of development.

According to the agenda of the Session, in about 40 days, the National Assembly will review, discuss and decide on a huge amount of work, many of which are of strategic importance. It is expected that the National Assembly will review and pass 53 draft laws and resolutions, including 49 draft laws.

“This is the largest volume of legislative work in the history of National Assembly sessions, a vivid demonstration of the spirit of the law being one step ahead, paving the way for innovation, taking the lives and interests of the people as the measure of policy,” the National Assembly Chairman emphasized.

The draft laws cover most important areas, many new issues, and constant changes; promptly institutionalize new policies and resolutions of the Party, focus on removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, energy; and improve the corporate bond market, real estate, etc.

In addition, the National Assembly will review the Government's reports on the results of the implementation of the socio-economic development plan, the state budget, and the public investment plan for 2025; the implementation of the National Assembly's resolutions on the 5-year plan for the 2021-2025 period on socio-economic development, economic restructuring, medium-term public investment, national finance, and borrowing and repayment of public debt.

On that basis, the National Assembly will consider and decide on the socio-economic development plan, state budget estimates, central budget allocation plan, public investment plan for 2026; national five-year financial plan and medium-term public investment plan for the 2026-2030 period.

Based on the review and assessment of the implementation results of the National Target Programs for the 2021-2025 period, the National Assembly will review and decide on the investment policy for the National Target Program on new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas by 2030; the National Target Program on modernization, improving the quality of education and training; people's health care, population and development for the 2026-2035 period; aiming at the goal of reaching the right people, the right needs, at the right time, so that every person and family can enjoy the fruits of equitable and sustainable development.

The National Assembly will also consider and decide on adjustments to the National Master Plan for the 2021-2030 period; ratify agreements in the field of foreign affairs at the request of the President; and consider and decide on personnel work within its authority. At the same time, the meeting agenda will arrange time for the National Assembly to discuss and contribute opinions on draft documents to be submitted to the 14th National Party Congress.

Make the most of intelligence and experience, all for the benefit of the Fatherland and the People

The National Assembly Chairman also said that at this Session, the National Assembly will listen to the Report of the Presidium of the Central Committee of the Vietnam Fatherland Front synthesizing opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly; Report of the National Assembly Standing Committee on the results of monitoring the settlement of voters' recommendations, the results of receiving citizens, handling petitions and letters, and monitoring the settlement of complaints and denunciations sent to the National Assembly in 2025. Review the Report on monitoring results and adopt a Resolution on the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect.

The National Assembly will focus on discussing the Summary Report on the implementation of thematic supervision resolutions and questions of the 14th and 15th National Assembly terms by members of the Government, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, and State Auditor General.

The National Assembly will discuss the draft Report on the work of the 15th National Assembly; review the work reports for the 2021-2026 term of the President, the Government, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the Supreme People's Court, the Supreme People's Procuracy and the State Audit Office.

Based on an objective assessment of the results achieved, limitations, causes, and lessons learned, the National Assembly will consider and approve a Resolution summarizing the work of the 2021-2026 term, and propose a number of issues to continue innovating and improving the operational efficiency of agencies in the 2026-2031 term. In addition, the National Assembly will consider the 2025 work reports of the Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, and on the work of preventing and combating corruption; preventing and combating crimes and violations of the law, enforcing judgments, receiving citizens, and handling administrative complaints and denunciations.

In recent days, many provinces and cities have suffered from natural disasters, storms on storms, floods on floods, landslides, and widespread inundation, causing heavy losses in human lives and property of the State and the People. Thereby, the National Assembly Chairman stated that the National Assembly sends its condolences and deepest sympathies to the people of the affected localities; at the same time, commends the Party Committee, the Government, the Fatherland Front, the military, the police, the staff of the health and education sectors, organizations, individuals and other forces who have not feared danger, made efforts to provide relief, arranged accommodation, quickly overcame the consequences, and sent students to school. The National Assembly requested the Government, localities and sectors to continue to focus resources and provide emergency support to the damaged areas, and at the same time, review and propose to perfect policies and laws on natural disaster prevention and control, and climate change response, ensuring the sustainable development of the country.

With the spirit of "Innovation, democracy, discipline, responsibility, and efficiency", the National Assembly Chairman requested that National Assembly deputies concentrate, make the most of their intelligence and experience, all for the benefit of the Fatherland and the People; as General Secretary To Lam said on the morning of September 2, 2025 at the historic Ba Dinh Square: there is no obstacle, no reason that can stop us from reaching peace, prosperity, and the longevity and development of our nation.

Immediately after the opening speech of National Assembly Chairman Tran Thanh Man, the National Assembly listened to Prime Minister Pham Minh Chinh present the Government's Report, Chairman of the Economic and Financial Committee Phan Van Mai present the Verification Report on the results of the implementation of the socio-economic development plan for 2025 and the five-year period 2021-2025; and the projected socio-economic development plan for 2026.

Next, the National Assembly listened to the Chairman of the Central Committee of the Vietnam Fatherland Front present a report synthesizing opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly.

Notably, in the opening session this morning, the National Assembly Chairman will present the draft Report on the work of the 15th National Assembly term.
