Urgently complete rest stop on Vinh Hao

Accordingly, the Vinh Hao - Phan Thiet expressway has 2 rest stops at km 205+092 (Ham Thuan Bac commune) and km 144+560 (Tuy Phong commune). Currently, the rest stop at km 205+092 (with an area of about 10 hectares; total investment capital of about 390 billion VND) is being accelerated with items such as: gas station, parking lot, public service area... basically completed, reaching over 80% of the construction volume. The rest stop is expected to be put into service from the end of December 2025.

As for the rest stop at km144+560 (Tuy Phong commune), the units have not been able to start construction due to site clearance problems. Up to now, the project has only handed over 1.67/10.86 hectares, reaching 15.39%, the remaining 9 hectares have not been handed over for construction; this is the main reason for the slow progress of this rest stop. According to Project Management Board 7, most of the site clearance problems stem from complaints and disputes over land use rights between people and businesses, leading to the inability to hand over simultaneously.

To ensure the progress of completing the rest stops and related items of the Vinh Hao - Phan Thiet Expressway Construction Investment Component Project, Project Management Board 7 has issued a document requesting the Lam Dong Provincial People's Committee to direct relevant units to study the policy mechanism according to legal regulations to completely resolve existing problems; especially the long-standing disputes and complaints related to the construction site of the Kml44+560 rest stop; at the same time, the Provincial People's Committee directs units to strengthen mobilization and persuasion of individuals and organizations whose land is recovered in the area to agree to hand over the site in advance (minimum area of about 2 hectares continuously/each side) so that the investor can soon construct essential items and works (restrooms, parking lots...) to serve traffic participants and strive to hand over the entire remaining site as soon as possible for implementation.

According to Project Management Board 7, other items on the Vinh Hao - Phan Thiet Expressway such as: intelligent traffic monitoring system, automatic toll collection system, vehicle load control system... are also gradually being completed; expected to be put into operation from early 2026.
