Urgently complete the review of planning, policy mechanisms, finance, assets and office arrangement after the merger of Dong Nai and Binh Phuoc provinces.

(DN) - On the morning of June 13, the Planning, Mechanism, and Policy Review Team and the Finance, Asset, and Office Arrangement Review Team after the merger between Dong Nai and Binh Phuoc provinces held an online meeting at two bridge points in Dong Nai and Binh Phuoc.

At Dong Nai bridge, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc; Vice Chairman of the Provincial People's Committee Duong Minh Dung co-chaired the meeting, also attended by Vice Chairman of the Provincial People's Committee Ho Van Ha, leaders of relevant departments and branches.

Regarding the review of provincial planning and mechanisms and policies issued by the People's Council and People's Committee of Dong Nai and Binh Phuoc provinces, the Department of Construction has compiled and compiled a list of planning of Dong Nai and Binh Phuoc provinces that are still in effect as of May 30, 2025 (including provincial planning, urban planning, construction planning, functional area planning, technical infrastructure planning, land use planning), in which it is divided into groups of planning that are still suitable, need to be revised, abolished, and merged.

Regarding the review of finance, assets, and headquarters according to the Project on merging Dong Nai and Binh Phuoc provinces, the Department of Finance of Dong Nai province has reviewed and summarized the contents related to the following issues: Budget settlement for 2024, budget estimate for 2025, handover of finance and assets for 2025, budget estimate for 2026, arrangement and reorganization of public assets, arrangement of public housing, public investment plan for 2025 and the period 2026-2030...

Speaking at the meeting, Chairman of Binh Phuoc Provincial People's Committee Tran Tue Hien highly appreciated the close coordination and direction between the leaders of the two provinces for departments and branches in coordinating, reviewing, speeding up the implementation progress, meeting the requirements of the tasks for the policy of arranging new administrative units.

According to Chairman of Binh Phuoc Provincial People's Committee Tran Tue Hien, Binh Phuoc provincial leaders always closely follow the direction of the Steering Committees of the two provinces to focus on completing the progress of the units during the implementation process.

Regarding the difficulties, obstacles as well as the recommendations of the finance and construction sectors of Dong Nai, the leaders of Binh Phuoc Provincial People's Committee highly agreed and assigned Binh Phuoc departments and branches to coordinate to well perform all assigned tasks. Currently, the preparation work for the arrangement of administrative units is being accelerated due to the time and progress being pushed forward.

Regarding the arrangement of public assets and finance, the leaders of the two Finance Departments of Dong Nai and Binh Phuoc have always followed the instructions of the Central Government. During the implementation process, there are still some unclear and inconsistent issues. The leaders of Binh Phuoc province will continue to direct the Binh Phuoc Finance Department to coordinate, provide data, and review to ensure that there are complete parameters and data, meeting the requirements of the tasks assigned between the two localities as well as ensuring the operating mechanism of the new Dong Nai province.

Regarding the arrangement of accommodation and workplaces for officials and civil servants, due to the earlier-than-expected change in the progress of the merger of the two provinces, the arrangement of accommodation for officials and civil servants working in Dong Nai is still facing many difficulties. However, Chairman of the People's Committee of Binh Phuoc Province Tran Tue Hien said that officials and civil servants from Binh Phuoc who come to work must first focus on completing their tasks.

Chairman of the Provincial People's Committee Vo Tan Duc agreed with the opinions and proposals of the leaders of Binh Phuoc province in the spirit of creating all favorable conditions for the two localities to carry out tasks in the process of merging the two provinces.

The Chairman of the Provincial People's Committee requested the Departments of Finance and Construction of the two localities to focus on completing the planning report and submit it to the Steering Committee for the arrangement of provincial administrative units within the prescribed time.

At the same time, review the provincial planning and policy mechanisms issued by the People's Councils and People's Committees of Dong Nai and Binh Phuoc provinces, the new Dong Nai province planning for the period 2021-2030, with a vision to 2050, so that after the merger, it will be adjusted and supplemented to suit the new situation.

Note that the plans must be synchronous and fully oriented to the development of the new Dong Nai province in the future by industry and sector. Assign specialized units to review and fully update legal documents and policies issued by the People's Councils and People's Committees of the two provinces.

Propose appropriate solutions to avoid overlaps and ensure legality after the merger. At the same time, request the People's Committee of Binh Phuoc province to develop an action plan and implement key tasks and solutions to promote economic growth to achieve the double-digit target as required by the Prime Minister.

Regarding the financial and asset review of the headquarters after the merger, the relevant departments and branches of the two provinces will review and advise the Provincial People's Committee to complete the contents of budget approval and settlement to send to the Central Government. Continue to complete and submit to the Provincial People's Committee to issue resolutions and adjust the 2025 budget estimates for commune-level authorities after the rearrangement...
