Deputy Prime Minister Tran Hong Ha directed the implementation of two highway projects.
Specifically, regarding the Component 1 Project to invest in the construction of the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section under the public-private partnership method , the Deputy Prime Minister requested the People's Committee of Binh Phuoc province to fully absorb the opinions of the State Appraisal Council and the opinions of the Ministry of Finance and the Ministry of Construction at the meeting, complete the Project Feasibility Study Report (note the interest rate, the time of collecting tolls to recover the investor's capital and technical issues, ensuring the feasibility of the financial plan...); before April 24, 2025, complete the report explaining the opinions of the State Appraisal Council. The People's Committee of Binh Phuoc province is fully responsible for the report and the explanations.
The Ministry of Agriculture and Environment shall appraise and approve the Project's Environmental Impact Assessment Report on April 24, 2025.
The State Appraisal Council shall complete the Appraisal Report and submit it to the Prime Minister before April 25, 2025, clearly affirming that the Project Feasibility Study Report is eligible for the Prime Minister's approval.
Regarding the change in the form of investor selection, in Notice No. 125/TB-VPCP dated March 19, 2025 of the Government Office, the Prime Minister directed that the procedures must be completed to start the Project on April 30, 2025. Therefore, to ensure progress, the Deputy Prime Minister agreed with the proposal of the People's Committee of Binh Phuoc province to apply the form of investor selection in special cases. The People's Committee of Binh Phuoc province shall select investors in special cases according to its authority, ensuring the commencement of the Project in accordance with the direction of the Prime Minister; paying attention to selecting investors with sufficient capacity and experience to implement the Project to meet quality, progress, ensure efficiency, savings, and avoid loopholes, losses, and waste.
Regarding the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section through Nam Dinh and Thai Binh provinces under the public-private partnership model, the selection of investors to implement the Project has taken a lot of time. The Deputy Prime Minister requested the Secretaries and Chairmen of the Thai Binh Provincial People's Committee to urgently review and complete the work, ensuring sufficient conditions for starting construction in accordance with the provisions of law; continue to pay attention, directly and resolutely direct, closely coordinate with the winning investor to actively focus on implementation in accordance with the provisions of law, ensure the quality and safety of the project, maintain and exceed the progress of the Project implementation, strive to complete synchronously to promote the investment efficiency of the entire Ninh Binh - Hai Phong Expressway.
Regarding the disbursement of capital for the Project, the Deputy Prime Minister requested the People's Committee of Thai Binh province to accept the opinions of the Ministry of Finance, promptly disburse in accordance with regulations, and ensure the effectiveness of the central budget capital allocated for the Project.
* The Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) expressway project was approved by the National Assembly in principle for investment under Resolution No. 138/2024/QH15 dated June 28, 2024 and implemented by the Government under Resolution No. 147/NQ-CP dated September 20, 2024. The project is very important in promoting regional connectivity between the Central Highlands and the Southeast, breaking the monopoly on traffic connections, and shortening travel time from Dak Nong to Binh Phuoc, Ho Chi Minh City.
The initial approved design of the project was 128.8km long, of which the section passing through Dak Nong was 27.8km long and the section passing through Binh Phuoc was 101km long.
Component 1 project has its starting point intersecting with Ho Chi Minh road (existing National Highway 14) at about Km 1923+400, in Kien Thanh commune, Dak R'Lap district, Dak Nong province; its end point intersecting with Ho Chi Minh road, Chon Thanh - Duc Hoa section, in Chon Thanh town, Binh Phuoc province. The total length of the route under the project is about 124.13 km, of which the section passing through Dak R'lap district (Dak Nong province) is 23.10 km and Bu Dang district, Dong Phu, Dong Xoai city, Chon Thanh town (Binh Phuoc province) is 101.03 km.
The Ninh Binh - Hai Phong Expressway Construction Investment Project, through Nam Dinh and Thai Binh provinces, under the public-private partnership model, has a total length of about 60.9 km, of which 27.6 km is in Nam Dinh province and 33.3 km is in Thai Binh province. The route is designed according to expressway standards, with 4 lanes, a 24.75 m wide roadbed, and a design speed of 120 km/h. There are 23 bridges, 4 overpasses at interchanges, and 2 rest stops in Truc Ninh district (Nam Dinh) and Kien Xuong district (Thai Binh).
