Working regulations of the Working Group to implement investment in the road connecting Gia Binh airport with Hanoi capital

(Chinhphu.vn) - Deputy Prime Minister Tran Hong Ha - Head of the Prime Minister's Working Group on implementing investment in the road connecting Gia Binh airport with Hanoi capital and building a logistics center in the Gia Binh airport area has just signed Decision No. 43/QD-TCT promulgating the Working Regulations of this Working Group.

Perspective of Gia Binh airport

According to the Decision, the Working Group shall work according to the principles and working regime prescribed in Article 3 of Decision No. 827/QD-TTg dated April 24, 2025 of the Prime Minister and this Regulation.

The activities of the Working Group are carried out through meetings on specific tasks to perform the tasks specified in Clause 1, Article 2 of Decision No. 827/QD-TTg dated April 24, 2025 of the Prime Minister. When it is necessary to have the official opinion of the agency where the Working Group members work, the Working Group will collect written opinions.

The members of the Working Group act as the focal point for coordination between the working agency and the Working Group in implementing the tasks of the Working Group and performing assigned tasks.

The Team Leader, Deputy Team Leader and members of the Working Group work part-time, promoting personal responsibility in the activities of the Working Group and in performing assigned tasks and powers; handling work in accordance with assigned authority and responsibilities, in accordance with the order and procedures prescribed by law and the provisions of this Regulation.

The Working Group operates on the principles of centralization, democracy, public discussion, ensuring unified direction, and promoting the responsibility of the Group Leader. The Group Leader is the final decision maker on the issues of the Working Group; the Deputy Group Leader is authorized to decide on specific issues as assigned and authorized by the Group Leader; the members of the Working Group are responsible for performing assigned tasks and proactively directing competent agencies to carry out tasks in the assigned state management sectors and fields.

Duties and powers of the Standing Team Leader and Deputy Team Leader

The Head of the Working Group is responsible to the Prime Minister for the implementation of the tasks, powers, principles and working regime of the Working Group as prescribed in Decision No. 827/QD-TTg dated April 24, 2025 of the Prime Minister; reports to the Prime Minister on the implementation of the tasks and results of the Working Group's activities. Directs and manages the activities of the Working Group in a unified and comprehensive manner; proposes and recommends to the Prime Minister on the organization and activities of the Working Group.

Direct, inspect and urge the implementation of work plans and construction plans; propose solutions to remove difficulties and obstacles during the implementation process; decide and chair regular meetings according to the plan and convene extraordinary meetings when necessary; assign and authorize the Deputy Head or members of the Working Group to chair meetings or handle tasks under the authority of the Head of the Group when necessary.

The Standing Deputy Head performs and is responsible for the tasks assigned by the Head; directs and manages the activities of the Working Group as assigned or authorized by the Head; proactively resolves assigned issues; reports to the Head on important contents and issues beyond his/her authority; signs documents and reports on behalf of the Head when assigned or authorized by the Head; performs other tasks as assigned or authorized by the Head.

The Deputy Team Leaders are responsible to the Team Leader and the Standing Deputy Team Leader for assigned tasks; direct and manage the work of the Working Group according to the plan and tasks assigned or authorized by the Team Leader and the Standing Deputy Team Leader; proactively resolve assigned issues; report to the Team Leader (or Standing Deputy Team Leader when assigned or authorized) for decisions or ask for the Team Leader's direction on important contents and issues beyond their authority; perform other tasks when assigned or authorized by the Team Leader or the Standing Deputy Team Leader.

Members of the Working Group perform tasks as assigned by the Working Group leader; research and contribute professional opinions during the Working Group's activities and are responsible for the implementation of assigned tasks within the scope of state management of their ministries, branches and agencies; based on the functions and state management tasks of ministries, branches and assigned tasks, proactively coordinate with relevant ministries, branches and agencies to perform tasks under the responsibility of their agencies; use the apparatus, facilities and seals of their agencies in performing assigned tasks.

The Ministry of Construction is the standing agency of the Working Group, responsible for assisting the Working Group in organizing and implementing the tasks and powers of the Working Group; providing information, data, and research documents during the implementation of the Working Group's work and legal regulations; preparing programs, contents, documents, reports, and draft conclusions of regular or ad hoc meetings of the Working Group. Summarizing and reporting on the general activities of the Working Group. Participating in meetings and working programs of the Working Group. Urging the implementation of tasks assigned by the Working Group to ministries, branches, agencies, units, and members of the Working Group.
