Affirming the central role of the whole country

The Hanoi Capital Planning and the Hanoi Capital Construction Master Plan are two important and necessary contents to concretize the policies of the Party, the State and Hanoi City. Kinh te & Do thi Newspaper had an interview with Architect Le Hoang Phuong - Director of the Hanoi Architecture and Planning Center - National Institute for Urban and Rural Planning (the unit in charge of preparing the project to adjust the Hanoi Capital Master Plan to 2045, vision to 2065 and participating in the main part of the Capital Planning for the period 2021 - 2030, vision to 2050) to share the new and breakthrough points in these two plans.

As a unit participating in the two planning projects, how do you evaluate the fact that the two plans have been adjusted and inherited from previous plans?

- With the capital Hanoi - a thousand-year-old city that has been planned for many periods, it has many historical values. Therefore, in each period, the planning has focused on inheriting and developing previous plans to take advantage of and promote the achievements, while adding new issues suitable to the practical conditions and new development context of Hanoi in particular and Vietnam in general.

So sir, what adjustments have been made in the two plans to suit the new situation?

- In the 2 plans approved by the Prime Minister , it can be said that there are 6 important inheritances including: first, development model, development space, important orientations on technical infrastructure as well as socio-economic infrastructure. In which, there are new issues added such as new development philosophy, requirements of multi-sectoral integrated planning to create a comprehensive strategy.

The second is the requirement for Hanoi to develop strongly and quickly to affirm its role as the center of the country. Therefore, Hanoi must shoulder the functions to create a breakthrough. In particular, the issues of science and technology, human resources and green development are the key issues that Hanoi must pioneer in breakthrough development. We have included both plans to create new development for Hanoi.

In particular, in this planning, both planning projects recognize the need to solve environmental problems. This is a serious problem for Hanoi. Therefore, both projects have set the breakthrough task, the focus that needs to be solved is air pollution, water pollution and development change. In which, the important change is changing public transport, urban railways as well as TOD as the key solution to improve the environmental quality of the capital Hanoi.

Is this part of the new points in the two plans you mentioned?

- Of course, for Hanoi, in the field of planning, there are many issues, contents and information. Each field and profession has many new issues, changes, with many connotations. For example, we have the content of overcoming the previous shortcomings of planning work, which is slow and inadequate planning implementation compared to reality, causing difficulties in economic and social life. This time, we focus on promoting planning implementation programs. There are 9 key programs, such as the regional linkage program, infrastructure development programs, green development programs, Red River axis development programs or environmental improvement programs so that step by step, each stage, each 5-year period, Hanoi has specific statistics to prove that the planning is put into practice.

Sir, in the planning, what content should we prioritize or implement synchronously?

- Hanoi is the capital of the whole country, a developing city, so every issue is important, it cannot be tilted to one field or issue. However, it can be said that there are some issues that Hanoi must focus on and prioritize in the short term. That is, the first content, Hanoi needs to complete the regional connection system - this is the key issue to affirm Hanoi as the capital of the whole country, leading the Red River Delta. Therefore, issues of regional connection infrastructure need to be invested in and completed. Those are belt roads, radial roads, railways, Hanoi needs to soon complete this system along with the national program.

The second content is to prioritize the relocation and rearrangement of the system of medical, cultural and educational facilities; in particular, the rearrangement of the educational system combined with the construction of an infrastructure foundation, research institutes, and training facilities to train good human resources for both the country and the region.

Hanoi and the country. This is an important issue, Hanoi needs to take responsibility in training high quality human resources for the whole country.

The third issue, which can be said to be a very urgent issue for Hanoi, is environmental pollution. Starting from solving the problem of air pollution and water pollution, Hanoi needs to continue solving other issues such as green development, infrastructure renovation, population arrangement and improving the system of old and new urban areas when they are not safe enough. The name is a program but there are many things that are done at the same time and have integrated value in the effective implementation of planning options.

The Prime Minister mentioned Hanoi's new perspective in this planning and the 5 development axes, and emphasized the Red River axis. It can be said that not every locality has a river flowing through the city. In this planning perspective, how has this development axis changed?

- The Red River axis has been mentioned in many previous planning periods. Hanoi City and experts have mentioned it many times. However, I think that at present, Hanoi as well as our whole country have enough conditions and resources to implement it, including resources in science and technology, human resources to understand and control the irrigation problems of the Red River; or enough resources to develop riverside roads, bridges across the river to develop functional areas across the Red River. Thereby, the Red River becomes an important development axis and at the same time concretizes the goal of developing the city on both sides of the Red River.

Also to affirm the desire to develop the Red River into a landscape river, an ecological river serving the needs of recreation, entertainment, and relaxation of the people. That is the opportunity, the time to do it. Most importantly, we implement the Red River not only as the final plan but as a roadmap step by step, each stage.

In phase 1, we need to gradually improve the environmental conditions and ecological space so that people can exploit and use it immediately. In phase 2, we will gradually build the surrounding infrastructure system; including access traffic infrastructure as well as connecting routes (bridges across the river), so that people can cross the Red River more conveniently. In phase 3, we will develop the system of architectural works and urban areas around the river. With a step-by-step roadmap, we will gradually affirm the construction of the Red River axis into a center and highlight according to the planning orientation as well as the wishes of the people.
