Khanh Binh, a new day

During the resistance wars against France and the United States, the province chose Vat Lai (Khanh Binh commune, An Phu district) as the location for building a resistance base – “B3 Base”. This is a revolutionary landmark, a testament to the patriotic, indomitable, and resilient spirit of the local people and soldiers. Building on that heroic tradition, the Party Committee and people of Khanh Binh commune are always striving to build a more prosperous and beautiful homeland, contributing to the overall development of the province.

During the resistance war, the Khánh Bình area in general, and Vạt Lài in particular, held a crucial position, serving as a "steel base" of An Phú district. Here, a revolutionary base led by the Party was established early on, contributing to the victory of the August Revolution in 1945. The resistance war went through two fierce and extremely difficult periods, requiring many sacrifices. But with the Party's correct resistance strategy, and with flexibility, creativity, and adaptability to practical circumstances, the Khánh Bình Party branch led the people and soldiers of the commune to steadfastly hold their ground; trusted, supported, and protected by the people, they defeated every plot and attack of the enemy, protecting the Vạt Lài base.

According to the History of the Khanh Binh Commune Party Committee, over 30 years of fighting, the commune's people and soldiers made many contributions and sacrificed their lives: 77 martyrs died on the battlefields, 37 wounded soldiers, 2 Heroic Vietnamese Mothers, and 200 families with meritorious contributions to the revolution. Khanh Binh Commune was awarded 2 Second-Class Liberation Medals, 107 Resistance Medals, 2 First-Class Liberation Medals, 1 Second-Class Liberation Medal, and 42 Resistance Medals; commendations from the Central and provincial governments for many sectors, organizations, and social groups. Particularly noteworthy is the title of Hero of the People's Armed Forces bestowed upon the commune's people and soldiers by the State for their outstanding achievements in the fight against the US and for national salvation.

Today, Khanh Binh has 4.5km of border with the Kingdom of Cambodia, its terrain stretching along the Binh Ghi River and Provincial Road 957, facilitating travel and trade. The natural area is 788 hectares, with 568 hectares of agricultural land and a population density of 873 people/km2. The commune has 4 hamlets: Sa To, Binh Di, Vat Lai, and Bung Nho, comprising 1,950 households with 6,855 inhabitants. On December 31, 2019, the commune achieved the New Rural Area (NRA) standard.

Over the past five years, maintaining and improving the National Target Program for New Rural Development, Khanh Binh commune has achieved remarkable results: rural transportation infrastructure has been continuously invested in and expanded; socio-economic development has progressed significantly, and the rural landscape has improved; the material and spiritual lives of the people have been enhanced; security and order have been maintained, and the political system has become increasingly strong.

To date, the commune has completed 19 out of 19 criteria and 75 out of 75 targets for advanced new rural development. The total investment capital is over 104 billion VND, including over 5.7 billion VND from the central and provincial budgets; over 12.3 billion VND from the district and commune budgets; and over 79.2 billion VND contributed by businesses and the people. A prominent feature of advanced new rural development in Khanh Binh commune is the significant improvement in the quality of life for its residents. The average per capita income is over 72 million VND/person/year; the multidimensional poverty rate has decreased to 21 households, accounting for 2.4%.

Educational facilities have been invested in and built to a high standard; the environmental landscape is bright, green, clean, and beautiful; the level of satisfaction of the people with the construction of new rural areas has reached over 97%... "We are determined to promote national unity, actively participate in patriotic emulation movements, and contribute to the successful implementation of socio- economic development tasks and the building of a strong Party and government," Mr. Tu Hieu (a local resident) expressed.

According to Phan Van Tuong, Secretary of the Party Committee and Chairman of the People's Committee of Khanh Binh commune: “Agricultural production in the commune continues to develop and accounts for a high proportion in the economic structure; services are initially being exploited effectively, and small-scale industries and trade are gradually developing. Along with that, culture and social affairs are given due attention and implemented effectively; economic development is linked to addressing social issues; poverty reduction, job creation, and social policies are implemented synchronously.”

Visiting Khanh Binh today, it is clear that the material and spiritual lives of the people continue to improve. National defense and security remain stable and secure. Grassroots democracy regulations are promoted and expanded; administrative procedures are reformed and strengthened. The emulation movement to jointly build advanced new rural areas is strongly supported and spread by the people, bringing practical results…
