On October 23, Khanh Hoa Provincial Party Committee had a working session with leaders of universities in the province on supplementing information technology human resources for communes and wards of this province.
According to Khanh Hoa Department of Home Affairs, lecturers and third- and fourth-year students of universities will support communes and wards in developing and implementing digital transformation tasks and applying KPI toolkits locally according to the province's instructions.
Directly train, guide and support civil servants, public employees of communes, wards, schools and medical facilities at the grassroots level in using application software and KPI toolkits.
Synthesize difficulties, obstacles, and recommendations of localities to transfer to the KPI working group and relevant agencies for consideration, resolution, support, and facilitation for commune-level localities to successfully complete the implementation of information technology applications and KPI toolkits.
At the meeting, Associate Professor Dr. Ho Thanh Phong - Principal of Thai Binh Duong University - said that the school is ready to support the locality in sending lecturers and students to communes and wards to assist in operating information technology.
Mr. Phong suggested that the province have a thorough process and general guidelines on the work that lecturers and students will have to carry out at the facility.
Mr. Nghiem Xuan Thanh - Secretary of Khanh Hoa Provincial Party Committee - said that the time to send lecturers and students to support communes and wards will be for one month in the immediate future, after which the effectiveness will be re-evaluated.
Regarding support work, Mr. Thanh proposed that the Department of Finance apply a business trip allowance regime for lecturers and students equivalent to that applied to ordinary civil servants and public employees.
The Khanh Hoa Provincial Party Secretary also suggested that universities should send third- and fourth-year students or lecturers with experience in information technology to strengthen their facilities to ensure efficiency in the implementation of tasks, and at the same time, schools must have working regulations.
