The son of Ms. Nguyen Thi Huong in Cam Giang commune is a junior high school student. One afternoon, while returning from school by bicycle, he unfortunately collided with a motorcyclist going in the same direction. As a result, the boy fell off his bicycle, his right leg collapsed, leading to a broken femur, and he had to be hospitalized for a long time. At that time, Ms. Huong was very worried because the treatment cost up to tens of millions of dong, and her family was still in a difficult situation. Ms. Huong worked as a worker, and her husband had a medical condition for several years that required regular treatment, which was quite expensive. However, when her son was discharged from the hospital, health insurance covered most of the treatment costs.
Ms. Huong said: “It is true that only when unfortunate events like this happen do we realize that health insurance greatly shares the burden for the family. Without health insurance, I would definitely have to borrow money to cover the expenses for my child.”
The Law on Health Insurance 2024 takes effect from July 1, 2025, and Decree No. 188/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance adds many important contents to expand benefits, increase support levels and simplify procedures for health insurance participants, including students.
Accordingly, from the 2025-2026 school year, students participating in health insurance only have to pay 50% of the card value. This means that each student only has to pay a maximum of about 632 thousand VND per year, saving nearly 253 thousand VND per year compared to the previous school year. This is a reasonable payment level, helping to significantly reduce the financial burden on families, especially those in difficult circumstances or with many children, while ensuring that all students have the opportunity to participate in health insurance and access equitable health care services.
Teacher Doan Thai Son, Principal of Hong Bang High School, said that increasing the level of health insurance support for students has practical significance. In addition to reducing the burden on their families, it also demonstrates the Party and State's proper concern for education as well as health care for students. For students with difficult circumstances, the school always has its own support policies to ensure that 100% of students participate in health insurance.

Strengthen education and propaganda
According to Mr. Vu Duc Khien, Deputy Director of the City Social Insurance, in order to maintain the series of achievements of many consecutive years of achieving 100% of students participating in health insurance, right from the beginning of the school year, the city's social insurance sector has clearly identified the goals and key tasks that need to be implemented. The Social Insurance Agency proactively advised the City People's Committee to issue documents directing departments, branches, and sectors, especially the education and training sector, to closely coordinate in implementing health insurance policies for students at educational and training institutions.
The Social Insurance also sent detailed instructions to all schools on the declaration process, making a list of students participating in health insurance, as well as collecting fees according to regulations. Propaganda work is focused on with many diverse forms, such as: Information through commune and ward radio stations; organizing online livestreams; setting up health insurance consulting booths at schools on the occasion of the opening of the school year so that students can better understand their rights.
In addition, the Social Insurance Agency also coordinated with a number of schools and the City Youth Union to organize propaganda events directly to students, especially new students, to raise awareness and encourage them to fully participate in health insurance to ensure the best health care benefits in the 2025-2026 school year.
Specifically, at the beginning of the 2025 - 2026 school year, Hai Phong Social Insurance coordinated with Le Quy Don High School (Hai An Ward) to organize a "Booth for propaganda, consultation, and answering questions about health insurance policies for students". The first booth attracted the attention of many students, teachers, and parents. At the booth, officers and employees of the Social Insurance agency disseminated new points of the 2024 Law on Health Insurance to students; distributed leaflets and brochures to propagate, advise, guide, and directly answer questions about health insurance policies around the contents such as: contribution levels, payment methods, benefits, and benefits; provided instructions and support for installing and registering an account for the application "VssID - Digital Social Insurance".
After launching the model at Le Quy Don High School and achieving many positive results, the chain of "Stocks promoting health insurance for students in the 2025-2026 school year" was simultaneously deployed by the City Social Insurance and the Social Insurance of communes, wards and special zones at many educational institutions to achieve high results in health insurance coverage for students.
