Khanh Hoa launches IOC Center to realize Resolution 57-NQ/TW

The event marks an important step in the comprehensive digital transformation process, towards building a digital government, digital economy and digital society of the province, in accordance with the orientation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and Resolution No. 09-NQ/TW dated January 28, 2022 of the Politburo on building and developing Khanh Hoa province to 2030, with a vision to 2045.

The Khanh Hoa IOC Center is designed as the “digital brain” of the provincial government, acting as a digital command center to serve the leadership’s direction and administration in a timely, effective and accurate manner. This is a key project in realizing the goals of the Khanh Hoa Province Digital Transformation Plan to 2025, with a vision to 2030.

Khanh Hoa IOC Center has the function of collecting, monitoring, synthesizing and analyzing multi-sectoral and multi-field data, thereby supporting provincial leaders in early detection of problems, timely coordination and handling, while contributing to improving management efficiency and transparency in government operations. Khanh Hoa IOC Center is operated smoothly, regularly, continuously 24/7, ensuring proper and full operation of design functions, reliability and safety.

Data is updated, synchronized, and periodically shared from data providers and systems and applications in the province to Khanh Hoa IOC Center for analysis and processing.

Currently, Khanh Hoa IOC Center is monitoring and coordinating activities in essential areas such as: public services, administrative reform, security and order, traffic, environment, health, education, tourism and economics - finance... Typical systems such as: public service monitoring, on-site reflection, smart traffic cameras, multi-layer digital maps, data analysis and IoT device management... are operating effectively, contributing to improving the quality of operations.

The establishment and development of Khanh Hoa IOC Center is a practical response to the practical requirements of modern governance. In the context of digital transformation becoming an inevitable trend, Resolution No. 57-NQ/TW dated December 22, 2024 and Resolution No. 09-NQ/TW dated January 28, 2022 of the Politburo have laid the foundation for the comprehensive, modern and sustainable development strategy of Khanh Hoa province. However, the management and operation practices in Khanh Hoa still face many challenges due to fragmented and unconnected data, causing difficulties in policy making and timely handling of situations.

Under the direct direction of the Provincial People's Committee, with the synchronous coordination of more than 30 departments, branches and People's Committees of districts, towns and cities, the Khanh Hoa IOC Center has been deployed as a breakthrough solution.

Comrade Nguyen Tan Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Khanh Hoa Provincial People's Committee affirmed: "IOC is a breakthrough tool to help the government innovate its management and administration in a transparent, effective, people-friendly and practical manner. This is not only a technology center, but also the core in the process of building a digital government in Khanh Hoa province."

The center is a data interconnection platform, connecting the entire government system, aiming to build a smart, modern and sustainable city.

The launch of Khanh Hoa IOC Center not only marks a strong step forward in applying technology in state management but also demonstrates the province's high political determination in creating a modern, data-centric administration in the digital age.

In the future development orientation, Khanh Hoa IOC Center will continue to expand the scope of monitoring, integrate with national and specialized data systems, improve forecasting analysis capacity, support quick decision making, promote the application of new technologies such as artificial intelligence (AI), big data, internet of things (IoT) to serve more effectively the management, operation and needs of people and businesses.
