On the afternoon of July 18 in Hanoi , the State Treasury held a press conference to inform about the results of the State Treasury's key work in the first 6 months of 2024.
At the press conference, Deputy General Director of the State Treasury Tran Thi Hue said that in early July, the State Treasury had organized a preliminary review of the activities of the entire system. The assessment showed that the State Treasury system had completed well and comprehensively the assigned political tasks. Key professional tasks such as revenue management and payment control of state budget expenditures were carried out promptly, strictly, in accordance with the law, meeting the spending needs of budget-using units.
The State Treasury has proactively coordinated with units to implement tasks related to the synthesis and preparation of the State Budget Finalization Report and the State Financial Report for 2022 according to regulations and has completed and submitted to the National Assembly at the 7th session of the 15th National Assembly. In particular, the State Budget Finalization Report for 2022 was approved by the National Assembly with a rate of 94.25%.
In the first 6 months of 2024, the State Treasury closely followed market developments, revenue and expenditure situations, and the central budget's principal repayment plan, proactively reporting to the Ministry of Finance to deploy solutions for issuing government bonds. The State Treasury also managed the government bond issuance interest rate in line with the market interest rate trend, ensuring it is within the interest rate framework prescribed by the Ministry of Finance, consistent with the State Bank's monetary policy management viewpoint, contributing to controlling inflation and stabilizing the macro economy.
Notably, Ms. Tran Thi Hue said that the State Treasury system always pays attention to maintaining discipline, conducting internal inspections and supervision to improve the quality of service for customers.
At the press conference, regarding the disbursement of investment capital, Mr. Tran Manh Ha - Director of the Department of Expenditure Control (State Treasury) said that in the disbursement of public investment capital, as of June 30, 2024, the cumulative payment was 185,767.5 billion VND; equal to 27.8% of the 2024 plan assigned by the National Assembly and the Prime Minister.
According to Mr. Tran Manh Ha, from the beginning of the year, the Government, the Ministry of Finance, and the State Treasury have directed the drastic implementation of expenditure control work. The General Director of the State Treasury has also issued a Directive requesting the State Treasury of provinces and cities to synchronously implement solutions to strengthen discipline, order, and raise the sense of responsibility of civil servants in charge of state budget expenditure control, ensuring that state budget expenditures are timely, strict, and in accordance with the law, meeting the spending needs of budget-using units.
The State Treasury system has carried out the work of controlling the payment of regular state budget expenditures to ensure that they are within the budget approved by competent authorities, in accordance with the content, purpose, standards and norms prescribed by current laws. For investment expenditures, directing the implementation of payment control for basic construction investment projects to ensure compliance with the capital plan assigned by competent authorities each year, complying with the principles of payment control, records and payment control time, urging the recovery of advances according to Government regulations; issuing directives requiring State Treasuries of provinces and cities to strengthen expenditure control, speed up the disbursement of public investment capital in 2024.
However, according to the report, the results of the first 6 months of the year have not yet met expectations. The reason for this situation is that normally the first months of the year will focus on preparing documents, procedures, papers, and bidding, so the disbursement rate in the first 6 months of the year is always lower than the last 6 months of the year.
According to Mr. Tran Manh Ha, through the summary of ministries, branches and localities, there are still problems related to site clearance which are the biggest cause leading to delays in disbursing investment capital for projects. In addition, there are also causes related to construction material prices that also affect the construction progress of projects.
“The State Treasury is always ready to disburse as soon as there is volume, ensuring no delay in processing documents. Every month, the State Treasury will check and promptly rectify this work. In particular, in the last months of the year, the State Treasury always works “all night long” to disburse as quickly as possible,” said Mr. Tran Manh Ha.
At the press conference, Mr. Ngo Duy Hung - Chief of the State Treasury Office also said that recently, the State Treasury conducted a survey to assess the satisfaction level of individuals and organizations with the service of the State Treasury system in the first phase of 2024, the satisfaction level reached 99.91%, an increase of 3.96% compared to 2023 (95.85%). Conducting customer satisfaction assessments brings many benefits to the State Treasury. Firstly, it helps to improve the policy mechanism in the State Treasury sector through difficulties and obstacles from customer assessments. Secondly, it will help the State Treasury control risks, thereby strengthening inspection and supervision in combination with risk monitoring. Thirdly, the State Treasury will continue to tighten administrative discipline and handle cases of customer harassment.
Mr. Ngo Duy Hung added that in the coming time, the State Treasury will gradually improve the quality of customer service; shifting from management to both management, improving the quality of customer service, and providing public services.
