(Baoquangngai.vn) - Since the power supply has not been connected to operate, since its completion and putting into use, the operation of the Ro River salinity prevention sluice in Pho Minh ward (Duc Pho town) has had to be carried out manually, which is very slow, making the proactive work of preventing salinity difficult.
The Pho Minh Dyke Project, Duc Pho District (now Duc Pho Town) was approved by the Provincial People's Committee Chairman in October 2015, with a route length of 1,425m, a total investment of more than 72 billion VND and assigned to the Department of Agriculture and Rural Development as the investor. By 2016, this project was assigned to the Quang Ngai Provincial Project Management Board for Investment and Construction of Agricultural and Rural Development Works, now the Provincial Project Management Board for Investment and Construction of Traffic Works, as the investor.
In September 2021, the Pho Minh Dyke project was completed and put into use, helping to prevent saltwater intrusion, retain fresh water, protect the safety of works and houses of households living in the neighboring area, contributing to the socio -economic development of Pho Minh ward.

Pho Minh dyke has 4 sluices across the dyke, of which the largest is the Ro River sluice with a length of 20m. According to the approved design, the raising and lowering of the sluice gates to regulate water for production at the Ro River sluice is operated by electricity. However, due to the lack of connection to the power source, since the handover, the locality has had to use manpower to operate the raising and lowering of the sluice gates of the Ro River sluice.
Along with that, lifting and lowering the valve doors is also very difficult due to some mechanical details during the installation process being faulty and damaged during use.

Mr. Nguyen Quoc Phuong, a traffic - irrigation - agricultural extension - veterinary officer of Pho Minh ward, said that when Pho Minh Dike was completed, the people of Pho Minh ward were very excited because this project would help prevent salinity, keep fresh water, and ensure a source of fresh water for people to produce agriculture ; at the same time, ensure that no soil erosion would affect aquaculture and agricultural production households. However, since the handover and putting into use, the local government and people have been very worried about the operation issue.

“Each time the Ro River sluice gates are raised and lowered, the Ward People’s Committee must mobilize 10-12 strong people to take turns manually turning the gates. The gates are large and heavy, so operating one gate takes an hour and requires 4 people working together to pull it,” said Mr. Nguyen Quoc Phuong.
According to Mr. Phuong, due to its "super slow" operation, sometimes the Ro River sluice gate cannot promptly meet the goal of preventing salinity and keeping fresh water to serve people's agricultural production.

Faced with the shortcomings in the operation of the Ro River salinity prevention sluice, the people and authorities of Pho Minh ward have repeatedly petitioned the investor and relevant authorities for solutions, but so far they have remained unresolved.
“The local government and people hope that relevant levels and sectors will soon invest in an electrical system to facilitate the lifting and lowering of sluice gates to reduce human effort and operating costs, meeting the needs of preventing salinity and keeping fresh water to ensure people's agricultural production and aquaculture,” Mr. Nguyen Quoc Phuong suggested.
