Commencement of CT.08 Expressway with capital of 20,000 billion VND and Hung Phu Industrial Park: Opening up great investment opportunities for Thai Binh

In recent years, the concept of "regional connectivity" has become a clear strategic orientation in Vietnam's socio -economic development planning. In particular, for the Red River Delta region, where the population is dense and has great potential for industry, high-tech agriculture, tourism and seaport logistics services, there is an urgent need for a synchronous, modern and interconnected transport infrastructure system to connect growth centers.

Delegates attended the groundbreaking ceremony of Route CT.08, section through Nam Dinh and Thai Binh.

In that context, the CT.08 Expressway (Ninh Binh - Hai Phong ) and Hung Phu Industrial Park (Thai Binh Economic Zone) invested by Geleximco Group are two components contributing to realizing the vision of developing the Northern Coastal region.

The CT.08 expressway is 60.9 km long, of which the section through Thai Binh is 33.3 km long and the section through Nam Dinh is 27.6 km long. It is invested under the public-private partnership (PPP) model, with a total capital of nearly VND 20,000 billion - the largest PPP project in the transport sector today.

With 4 lanes, a design speed of 120 km/h, a modern bridge and intersection system, the project will be a strategic traffic backbone connecting Ha Nam - Ninh Binh - Nam Dinh - Thai Binh with Hai Phong seaport, Lach Huyen port and the northern coastal economic region.

Hung Phu Industrial Park Project has an area of ​​over 200 hectares with a total investment of nearly 2,000 billion VND, located in Thai Binh Economic Zone, with a favorable strategic location adjacent to the economic triangle of Hanoi - Hai Phong - Quang Ninh; connecting with major provinces and cities in the region through the Ninh Binh - Hai Phong expressway, the coastal road from Quang Ninh to Thanh Hoa.

Mr. Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thai Binh province spoke at the ceremony.

As the fastest cleared industrial park in Thai Binh province, Hung Phu Industrial Park, once completed, will contribute to the development of industrial infrastructure, attract investors, increase state budget revenue, create jobs for thousands of workers, improve people's lives, and promote local socio-economic development.

“We especially appreciate the support of Geleximco Group and investors, along with the authorities of Nam Hung commune and the people of Tien Hai district, who have created favorable conditions for the project to be implemented earlier than planned. This is a clear demonstration of the consensus between the state, businesses and people in developing the province’s infrastructure and industry,” emphasized the Chairman of the Thai Binh Provincial People’s Committee.

Provincial leaders also pledged to continue to accompany and provide maximum support to investors to complete procedures, remove difficulties, speed up progress, and ensure quality, safety and efficiency of projects.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh highly appreciated the importance of the two projects for Thai Binh and the region. The Prime Minister said that since the beginning of his term, the Government has worked with the provinces of Hai Phong, Thai Binh, Nam Dinh, and Ninh Binh and determined the need for an expressway connecting the four localities, linking with border gates, airports, seaports, northern growth poles and international connections, thereby creating new development momentum for the Northern Coastal region.

The Ninh Binh - Hai Phong expressway project, the head of the Government stated, is part of the Party's three strategic breakthroughs in developing infrastructure, promoting regional connectivity, expanding development space, creating opportunities for industrial development, reducing logistics costs, and promoting economic restructuring from agriculture to industry and services.

Prime Minister Pham Minh Chinh, together with leaders of ministries, sectors, localities and Thai Binh province, and investor Geleximco, performed the groundbreaking ceremony for the Ninh Binh - Hai Phong expressway project (CT.08), the section passing through Nam Dinh and Thai Binh provinces, and the Hung Phu Industrial Park project, Tien Hai district.

At the same time, the Prime Minister noted that ministries, branches and relevant agencies need to urgently remove obstacles and create favorable conditions for businesses and people. The Prime Minister praised the high determination of Thai Binh province, investors and people who have made important contributions to the implementation of these projects and requested Thai Binh province to complete procedures, ensure progress, quality and protect the rights of people affected by the project.

Regarding Hung Phu Industrial Park, the Prime Minister asked Thai Binh province to promote an effective public-private partnership model, attract high-tech projects, develop sustainably and aim for "green" and "digital" development. Investors and contractors should speed up construction and mobilize maximum resources to ensure project progress and quality.

The leaders of Thai Binh province need to continue to closely monitor and supervise the progress of the project, promptly remove difficulties, and ensure the lives of the people. The provinces in the region must closely coordinate to exploit the maximum potential of the expressway; The goal must be to complete the expressway project at least 6 months ahead of schedule in 2026, bringing practical benefits to Thai Binh and the entire Red River Delta.

Speaking on the acceptance of the Prime Minister's direction, Thai Binh Provincial Party Secretary Nguyen Khac Than emphasized: Thai Binh Province will fully concretize the Prime Minister's requirements and directions into clear tasks, with specific timelines and assign responsibilities to each agency, unit and individual involved in the project implementation process. The province will focus on directing, coordinating and closely coordinating with localities and investors; proactively reviewing and promptly removing difficulties and obstacles to speed up the project implementation progress.

Investors are ready with means and human resources to start the project.

Secretary Nguyen Khac Than expressed his belief that with the strong direction of the Government, the support of central ministries and branches, and the determination of the political system and the people of Thai Binh and Nam Dinh provinces, the project to build the Ninh Binh - Hai Phong expressway through Thai Binh, Nam Dinh and Hung Phu Industrial Park will be completed on schedule, ensuring quality and efficiency, contributing to the overall development of the locality and the Red River Delta.
