Investing 1,287 billion VND to complete Cu Mong tunnel on the North-South expressway

The Ministry of Construction has just approved the investment policy for the Cu Mong Tunnel Completion Project on the Eastern North-South Expressway, with a total capital of more than VND1,287 billion.

The project is about 5.1 km long, connecting Quy Nhon - Chi Thanh section, passing through Gia Lai and Dak Lak provinces. The project will expand the foundation and surface of Cu Mong tunnel from 2 lanes to 4 lanes, the bridges on the route are designed with a scale of 6 lanes, speed of 80 km/h.

The capital source includes 266 billion VND from the central budget in 2025 and more than 1,021 billion VND from the medium-term public investment plan for 2026 - 2030. The project is invested by Project Management Board 85, preparing to be implemented in 2025, basically completed in 2026 and put into operation in 2027.

When completed, Cu Mong tunnel will help complete the North-South expressway infrastructure, increase transportation capacity, reduce traffic costs, promote socio -economic development and ensure traffic safety in the area.

An Giang starts construction of Rach Gia Bay overpass with capital of more than 3,900 billion VND

On September 30, the People's Committee of An Giang province started the construction of the bridge project on the coastal road connecting An Bien to Rach Gia city. The project has a total investment of more than 3,900 billion VND, is 2.8 km long, includes 6 lanes, is built with reinforced concrete and prestressed concrete, and has a construction period of 1,080 days.

The project has a total investment of nearly 184 billion VND, with a scale of 40,000 m² in Phu Vinh Industrial Park, Hoanh Son Ward, Ky Anh Town. The factory specializes in processing hot-rolled, cold-rolled, galvanized steel coils by longitudinal and transverse cutting methods, with a capacity of 150,000 tons/year.

As of September 2025, Vung Ang Economic Zone has attracted 156 projects, including 56 FDI projects with a total capital of 16 billion USD and 100 domestic projects worth more than 85,000 billion VND. This is the area that contributes more than 56% of the total provincial budget revenue and export turnover is estimated to reach over 25 billion USD in the period of 2021-2025.

Quang Ngai requests to cancel project proposal worth more than 814 billion VND

The People's Committee of Quang Ngai province has just reported to the Prime Minister about the cancellation of the Project Proposal to Improve Urban Environmental Infrastructure and Minimize Climate Change Impacts in Kon Tum City using ODA capital from the Government of Finland.

According to the Provincial People's Committee, the sponsor's policy has many points that are inconsistent with Vietnamese law, such as requiring contractors and goods to come from Finland, and only negotiating a loan agreement after signing a contract with a Finnish contractor.

In addition, the project incurred large investment preparation costs of nearly VND18 billion, along with loan fees, guarantee fees and bank fees of more than VND25 billion, putting great pressure on the local budget, which is currently having to pay annual debt of more than VND32 billion.

Due to the above problems, Quang Ngai proposed to cancel the project proposal of more than 814 billion VND and assigned departments and branches to review and arrange public investment capital for the period 2026-2030 to proactively renovate the drainage system and wastewater treatment in key areas of the province.

Quang Ngai: Speeding up site clearance progress for 2 projects worth tens of thousands of billions of VND

Two key projects in Quang Ngai province, including the Quang Ngai - Hoai Nhon Expressway and the Hoang Sa - Doc Soi Road, are behind schedule due to problems in site clearance.

The Hoang Sa - Doc Soi Road project has only approved compensation for 63.77/172.16 hectares, reaching 37%.

Vice Chairman of the Provincial People's Committee Nguyen Ngoc Sam requested departments, branches and localities to strengthen coordination, thoroughly handle stuck locations, and ensure handover of the site to the contractor in October 2025.

Quang Ngai province also directed relevant units to review regulations, remove difficulties in materials and legal matters, and strive to complete site clearance in 2025 to ensure the progress of these two important projects.

Complete expansion of Yen Bai - Lao Cai expressway to 4 lanes by the end of 2026

On the morning of October 1, the Ministry of Finance and the Vietnam Expressway Corporation (VEC) started construction of the Yen Bai - Lao Cai section expansion project of the Noi Bai - Lao Cai expressway, with a total investment of VND7,668 billion.

The project is more than 121 km long, upgraded from 2 to 4 lanes, and is expected to be completed by the end of 2026. The project aims to synchronize the scale of the entire route, improve traffic capacity and ensure traffic safety on the Hanoi - Lao Cai expressway corridor.

According to Deputy Minister of Finance Do Thanh Trung, the expansion of the Yen Bai - Lao Cai section is an urgent requirement, contributing to promoting the connection between the northern midland and mountainous regions with the capital and the Red River Delta, and expanding trade connections with China.

Ho Chi Minh City removes obstacles for projects with recovered land located in the boundaries of two or more communes

The Ho Chi Minh City People's Committee has just directed to remove difficulties in compensation, support, and resettlement for projects with land acquisition scope located in two or more communes, due to problems with the authority to determine land prices.

The Department of Agriculture and Environment of Ho Chi Minh City will preside over hiring consultants to determine land prices for projects with adjacent recovered land from two or more communes.

According to the new provisions of the 2024 Land Law, the approval of specific land prices is under the authority of the Chairman of the Commune People's Committee. However, for projects with land bordering many communes, hiring consultants to determine land prices is difficult, affecting the disbursement progress.

To handle this, Ho Chi Minh City assigned the Department of Natural Resources and Environment to preside over hiring consultants to determine land prices for projects across many communes, as a basis for the People's Committees at the commune level to carry out compensation, ensuring compliance with regulations and reality.

For projects such as dredging Xuyen Tam canal and renovating the North bank of Doi canal, the City agreed to maintain the previously issued regulations on compensation, support and resettlement to complete the land acquisition work. Projects approved before July 1, 2025 will continue to apply the old regulations to ensure progress and efficiency of investment capital disbursement.

Dong Nai province has completed a part of the intersection in Nhon Trach commune invested by BOT 319 Cuong Thuan Company, but the branches in Long Thanh commune have not been implemented yet. VEC said that it was not able to complete the investment because the progress of the roads connecting to Long Thanh High-Tech Industrial Park has not been determined.

After many years of stagnation, the Berjaya International University Urban Area Project in Xuan Thoi Son Commune (HCMC) has been approved by the Prime Minister to adjust its investment policy, opening up an opportunity to restart after 17 years of "inaction".

According to the new decision, the investor has 10 years to complete the entire project, including compensation, site clearance and construction, with the total investment capital increased to 59,000 billion VND. The project has a scale of 880 hectares, oriented to develop into an international urban-university area with educational, residential, commercial, service, medical and technology park areas.

The 2024 Land Law coming into effect has removed many obstacles in compensation and resettlement, as people can choose flexible compensation forms and compensation prices close to the market. This is considered the "key" to help Berjaya restart large-scale projects that have been stalled for nearly two decades.

Long Thanh Airport will operate 80% international flights and 10% domestic flights.

According to the proposal, Long Thanh will operate all international routes of 1,000 km or more, along with some routes selected by airlines. For domestic routes, Long Thanh is expected to transport 10-12% of output on the Hanoi - Ho Chi Minh City and Da Nang - Ho Chi Minh City routes.

Tan Son Nhat will operate 20% of international flights, mainly routes under 1,000 km such as Thailand, Cambodia, Laos, and 90% of domestic flights.

This plan is built on the basis of research by the Incheon Airport Consortium (Korea) to optimize resources, ensuring Long Thanh develops into a regional transit center. The State will adjust the exploitation rate in each phase and review it after 5 years of actual operation.

Issuing new regulations, streamlining the form for public investment capital settlement

The Ministry of Finance has just issued Circular 91/2025/TT-BTC to streamline the system of settlement forms, reduce administrative procedures and improve the efficiency of public investment capital management. The Circular was issued on the same day, September 26, 2025, as Decree 254/2025/ND-CP of the Government, ensuring consistency and uniformity in implementation.

The new regulation will support investors, saving time and costs in the work of synthesizing and reporting settlement.

Compared to previous regulations, Circular 91 has reduced 7 forms, removed the appraisal form of the financial agency, added the approval notice form of the superior budget agency, and simplified the procedures, suitable for the two-level government model. The new form system is designed to be interconnected, convenient for computerization, helping to save time and costs for units.

The simultaneous issuance of the new Decree and Circular is expected to increase transparency, improve the efficiency of management and use of public investment capital, contribute to promoting administrative reform and ensure disbursement and settlement in accordance with regulations, economically and publicly.

Hai Phong: Commencement of Cam Van industrial cluster with an area of ​​35 hectares

On the morning of October 3, in An Quang commune, Hai Phong city, the groundbreaking ceremony of the Cam Van Industrial Cluster Infrastructure Investment and Construction Project, invested by HTM Investment Group Joint Stock Company, took place.

The project has a scale of 35 hectares, located near the intersection of National Highway 10 and Hanoi - Hai Phong Expressway, is considered to have a strategic location, convenient for connecting traffic infrastructure and logistics. The industrial cluster is invested with synchronous technical infrastructure, along with more than 400,000 m² of pre-built factories and warehouses, expected to attract more than 60 enterprises, creating jobs for thousands of workers.

Mr. Dao Manh Sen, Chairman of the Board of Directors of HTM, said that the industrial cluster will prioritize supporting industries, green and clean technology, towards a modern and sustainable production ecosystem. The project is expected to be completed and put into operation in the first quarter of 2026.

A representative of the Hai Phong Department of Industry and Trade emphasized that the Cam Van industrial cluster will contribute to creating a concentrated production area, attracting investment and relocating small, polluting establishments, promoting local industrialization and modernization. During the groundbreaking ceremony, HTM also signed an investment cooperation agreement with Rapid Aid Vietnam and Idemitsu Q8.

Hue City approves investment in 629 billion VND golf course project

The People's Committee of Hue City has approved the investment policy for a 27-hole golf course project in Phong Phu Ward, with a total capital of over VND629 billion. The project will select an investor through bidding in accordance with the law.

The golf course has an area of ​​about 132.7 hectares, with a maximum construction density of 5%, planned in the Phong Phu Ward Golf Resort and Ancillary Services Area. The goal is to build a standard sports and entertainment area to serve the people and tourists, while effectively exploiting land funds and promoting local socio-economic development.

The project has a 50-year operating period from the date of land allocation or lease. Investors must contribute at least 15% of equity capital, equivalent to about VND94 billion, the rest is mobilized from credit institutions.

The project will start within 12 months and be completed and put into operation within no more than 48 months from the date of land allocation.

Hai Phong speeds up planning, aiming to become the 3rd largest super city in the country

After merging and expanding its boundaries, Hai Phong has become an urban area of ​​nearly 3,200 km², with a population of over 4.6 million people, and its economic scale is the third largest in the country, after Hanoi and Ho Chi Minh City. The city aims to become the third largest metropolis in the country, a regional and international growth center.

Vingroup Corporation proposed to invest in the Nam Do Son Port and Logistics Center Project in Hai Phong City, with a total capital of more than VND 373,800 billion, considered the largest seaport and logistics infrastructure project in Vietnam today.

The project is expected to be deployed in Kien Hai commune and Nam Do Son ward, on an area of ​​over 4,300 hectares, including a port area with 21 berths, capable of receiving ships of up to 200,000 DWT, along with a logistics area, warehouse, logistics and a shared connecting main road.

According to the proposal, by 2030, the port area will reach a capacity of about 2 million TEUs/year, increasing to 42 million TEUs by 2040. In the 2027-2030 period, the project will start construction of the first two wharves and a logistics system of more than 500 hectares.

The project has a 70-year operating period and is expected to form an international-scale port-logistics center, creating new momentum for the development of the marine economy of Hai Phong City and the Northern region.

Da Nang High-Tech Park attracts more than 1 billion USD in investment capital

Da Nang High-Tech Park has now attracted 31 projects with a total registered capital of more than 1 billion USD, bringing together many large corporations such as Dentium, UAC and Foxlink to invest in building large-scale factories.
