Hydropower project started but the investor did not know?

In recent days, public opinion in Quang Ngai has been stirred by the news that the Son Nham hydropower project in Son Ha district (Quang Ngai) has started construction but the project investor said he was unaware.

According to the leader of Son Nham Commune People's Committee, on the evening of April 13, a group of people claiming to be partners of the investor of Son Nham Hydropower Project set up camp in the commune to hold the groundbreaking ceremony of Son Nham Hydropower Project. When the commune leaders worked with the unit organizing the groundbreaking ceremony, they could not present documents proving that they were the investor as well as the partner unit. Realizing that the incident was unusual, the authorities requested that the groundbreaking ceremony be immediately stopped. At the same time, Son Nham Commune People's Committee reported the incident to the district leaders and relevant functional agencies and forced them to clear and move out of the area that very night.

On the afternoon of April 17, working with the authorities, the representative of the investor of the Son Nham hydropower project affirmed that his unit did not organize the groundbreaking ceremony, nor did he know or have any cooperative relationship with the unit claiming to be the investor of the Son Nham hydropower project that recently held the groundbreaking ceremony. "Currently, the company has filed an urgent report of this incident to the authorities and the police to verify and clarify the cause and motive in order to take timely measures," said the investor representative.

According to the investor representative, the company is conducting a survey to design and adjust the project planning, design the construction and operation road system, and power lines for construction. At the same time, it is coordinating with the People's Committee of Son Ha district to carry out the work of inventory, develop a compensation plan, and clear the site. Currently, the project is not qualified to start construction and in fact, the company has not started construction of any items, nor has there been a detailed plan for the commencement of construction.

The investor said he had no idea who was organizing the groundbreaking ceremony.

According to information from Quang Ngai Provincial Police, immediately after receiving the urgent report, through investigation, the police determined that the unit claiming to be the investor performing the groundbreaking ceremony was INCO Real Estate Investment and Project Management Corporation (abbreviated as INCO Company) headquartered in Lam Dong Province. This company signed a contract with Hanoi Underground Construction Corporation to supply equipment and construct pressure pipes with a value of 34.378 billion VND for the Son Nham Hydropower Project.

Not stopping there, right after clearing and leaving Son Nham commune, INCO Company continued to go to Hung Vuong Hotel (Quang Ngai City) to organize a ceremony to award the construction contract for the Son Nham hydropower project to 2 construction contractors. Currently, the police force is investigating to clarify the motives and purposes of INCO Company's actions.
