Talking in the hallway of the National Assembly , delegates commented that the first session of the 9th Session of the 15th National Assembly discussed many historical and decisive contents, including the work of constitution making.
Right from the beginning of the session, the National Assembly spent time working on Saturdays, and the Committees took advantage of meeting in the evening to ensure progress.

Highly appreciating the quality of this session, delegate Nguyen Thi Suu (Hue City Delegation) said that the National Assembly had proactively arranged the program and content of the first session appropriately, in which the arrangement of draft laws and resolutions to the discussion time in groups and in the hall all demonstrated scientific and logical nature.
"The contents of the draft laws, resolutions, consultations, discussions and approvals in the first phase are to prepare for the arrangement and streamlining of the organizational apparatus, as well as preparation for important events that must be completed before June 30, so that in the remaining 6 months there will be enough time and conditions for implementation. Therefore, the harmony and rationality between law making and law enforcement have been demonstrated to some extent," said Ms. Suu.

Along with that, delegates were also impressed with the urgent legal policies for socio-economic development and promotion of science and technology in the spirit of the Party's resolution considered by the National Assembly in this first session.
"That is a timely, strong and synchronous transformation with the Party's policy, in which the "four resolutions" are the foundation for development momentum," the delegate of Hue City emphasized.
Assessing the first session of the session, delegate Tran Khanh Thu (Thai Binh delegation) said that, right from the beginning, the 9th Session was identified as a historic session. This is the longest session since the beginning of the 15th term with a huge amount of content, of extremely important significance in focusing on building and institutionalizing the Party's policies and resolutions.
Ms. Thu emphasized that the contents of this session require careful mental preparation from National Assembly delegates.
"During the 22 working days of the first phase, the spirit of urgent and active work was clearly demonstrated in the discussions in the hall and in group discussions. Delegates and agencies of the National Assembly made efforts to ensure the roadmap and program were on schedule," said Ms. Thu.
Notably, the meeting agenda was adjusted three times to suit the progress, content, and participation and completion of relevant agencies in the process of institutionalizing the Party's resolutions and policies in legislative and law-making work.

Parliament heats up with historical content
The most meaningful content this time is the work of building, adjusting and amending a number of articles of the Constitution, in order to conform to the legislative program set out for this session.
Delegates and delegations of the National Assembly have focused on studying documents and contributing valid opinions from group discussions to discussions at the parliament, demonstrating their dedication and high responsibility to the people, the Party and the State.
Delegate Trinh Thi Tu Anh (Lam Dong Delegation) said that after nearly 4 weeks of urgency, excitement, positivity and efficiency, the National Assembly has completed the program of the 1st phase, 9th Session according to the set plan, including extremely important decisions, implementing the "four resolutions" of the Party's strategy to promptly institutionalize Resolution 57, Resolution 59, Resolution 66 and Resolution 68.

"With that vibrant and positive spirit, the delegates actively discussed and contributed ideas to pass laws and quickly implement the Party's Resolutions into life," said National Assembly Deputy Tu Anh.
Delegate Duong Khac Mai (Dak Nong delegation) also said that the first session of the meeting had many important historical contents discussed and decided, including the work of making a constitution.
Right from the beginning of the session, the National Assembly made an important decision on amending the Constitution, establishing a Drafting Committee to amend the Constitution and discussing important contents of the Constitution in groups and the parliament. Many delegates actively participated in contributing their opinions, expressing their desire to perfect the Constitution - the original law of the country.

In addition, other laws and resolutions, such as the Penal Code, are also reviewed and decided upon in the direction of innovation. In particular, resolutions on specific mechanisms and policies to build laws and perfect institutions are focused on.
"This demonstrates the National Assembly's determination to gradually remove institutional "bottlenecks", as the General Secretary emphasized at the 8th session, in order to unblock resources for the country's development," Mr. Mai shared.
Mr. Mai also assessed that the Government and National Assembly agencies worked at a high frequency, carefully prepared the contents, demonstrated a sense of responsibility and made outstanding efforts.
"By the last day of phase 1, the major contents were basically completed," said Mr. Mai.
