Construction of Tuyen Quang - Ha Giang Expressway Project Phase 1 started

On the afternoon of May 28, during a working trip to Ha Giang province, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the Tuyen Quang-Ha Giang Expressway Project (phase 1).

The Tuyen Quang-Ha Giang Expressway Project, with a length of 105km and a total investment of 10 trillion VND, was assigned by the Government to the two provinces of Tuyen Quang and Ha Giang as the managing agencies, implemented in the form of public investment in the Socio-Economic Recovery and Development Program.

This is a project of great significance for socio-economic development, national defense and security, contributing to the completion of the transport infrastructure system in the northern mountainous region in general and the two provinces of Tuyen Quang and Ha Giang in particular (this is the content of Resolution No. 11-NQ/TW dated February 10, 2022 of the Politburo on the direction of socio-economic development, ensuring national defense and security in the midland and mountainous regions of the North to 2030, with a vision to 2045).

The Tuyen Quang-Ha Giang Expressway project through Ha Giang province is a group A traffic project, included in the road traffic network planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister and assigned to the People's Committee of Ha Giang province to approve the investment project; assigned to the Ha Giang Provincial Traffic Construction Investment Project Management Board as the investor.

This is the first expressway in Ha Giang province, with a large investment scale and complex technical standards. The project has a total length of nearly 27.5km, the starting point connecting the section through Tuyen Quang province, at the end of Vinh Tuy bridge in Vinh Tuy town, Bac Quang district (Ha Giang), the end point is at Km27+480, Tan Quang commune, Bac Quang district.

The project is divided into 3 construction packages with a total estimated cost of over VND 2,582 billion. Of which, VINACONEX contractor is the winning bidder for package 03-XL with a total construction cost of nearly VND 900 billion, with a construction period of 30 months. The package has a route from Km0-Km12+500 passing through Vinh Tuy town and 3 communes of Vinh Hao, Hung An, Quang Minh.

Upon completion, the project will make an important contribution to the formation of an economic development corridor from the capital Hanoi and the Red River Delta, along the Noi Bai-Lao Cai Expressway, the Tuyen Quang-Phu Tho Expressway to Ha Giang, meeting the increasing demand for travel and freight transport, solving the traffic congestion between Ha Giang and Tuyen Quang, making an important contribution to the development of local socio-economy associated with ensuring national defense and security and enhancing the comprehensive cooperation relationship between Vietnam and China.

The project is even more meaningful when it contributes to solving one of the major bottlenecks of Ha Giang, which is traffic infrastructure. The more convenient the traffic is, the better Ha Giang can promote its potential and advantages, have more opportunities and conditions for rapid and sustainable development, the lives of Ha Giang people will be improved, contributing to the successful implementation of the goal set by the 17th Congress of Ha Giang Provincial Party Committee: "By 2030, Ha Giang will be a province with a fairly developed socio-economy in the northern midland and mountainous region; by 2045, it will be a province with a fairly average socio-economy in the whole country".

Speaking at the ceremony, on behalf of the Government, Prime Minister Pham Minh Chinh sent to the delegates, distinguished guests and all compatriots and comrades his warmest greetings, best regards and best wishes.

The Prime Minister stated that one of the three strategic breakthroughs is transport infrastructure. The 13th National Party Congress continued to identify the construction of a synchronous infrastructure system as one of the three strategic breakthroughs for our country to develop rapidly and sustainably; at the same time, it set a goal that by 2030 the whole country will have 5,000km of expressways. Thus, in the 2021-2030 period, we must invest and build nearly 4 times the number of kilometers of expressways built in the 2000-2020 period (1,163 km).

We are simultaneously deploying expressways to serve national security and defense, regional and international connectivity; creating new development space, new momentum, new driving force; creating industrial parks, urban areas, space for service development, tourism, etc. Therefore, we must strive to do well.

Ministries and branches, including the Ministry of Transport, Ministry of Construction, Ministry of Natural Resources and Environment, and Ministry of Finance, determine the project route, make decisions, advise on investment, and handle technical bottlenecks related to geology and common materials...

The two provinces of Tuyen Quang and Ha Giang must coordinate closely and effectively to clear the land and resettle people quickly, promptly and effectively with the principle of stabilizing people's lives in new places equal to or better than their old places.

Drawing on experience from recent highway projects, the Prime Minister requested that localities ensure raw materials such as soil and stone quarries with the principle of direct delivery to investors and contractors, not through private intermediaries; avoid hoarding, price increases, and price gouging, leading to negativity; absolutely do not delay progress, and complete by December 31, 2025; ensure construction quality, good geological surveys; and do not allow negative situations, embezzlement, waste, or corruption in bidding.

Construction contractors and consultants are not allowed to collude or sell bids. Authorities must conduct checks from the beginning to prevent negativity; save costs, innovate, apply science and technology, and execute construction quickly; ensure environmental sanitation, labor safety, and aesthetics; and hope that people will continue to support the project's success.

Welcoming and praising the two provinces of Ha Giang and Tuyen Quang for their close coordination to start this project, the Prime Minister hoped that localities and units would quickly complete the project, bringing efficiency to the country and prosperity and happiness to the people.
