Mr. Truong Dang Vinh Phuc - Director of the Department of Finance said that the 2025 public investment capital plan was assigned and announced by the Provincial People's Committee at the beginning of the year. The province has issued directives and documents directing the drastic implementation of solutions to quickly disburse the capital plan.

In particular, assign tasks to the head to direct and directly monitor projects regarding design, construction, site clearance, etc. At the same time, regularly organize inspections of implementation and assign direction to remove difficulties and obstacles.

After July 1, the province organized working sessions to grasp the implementation situation, difficulties and obstacles in each field and key projects to promptly direct the removal of difficulties, speed up the implementation progress, especially projects in the fields of transport and irrigation. From there, promote the implementation of projects and disbursement of capital plans.

The total planned capital for 2025 assigned by the Prime Minister is more than 17 trillion VND. By June 30, 2025, nearly 4.9 trillion VND was disbursed, reaching 28.79%; disbursement by July 31, 2025 reached about 41.6% of the plan. The capital plan to implement the National Target Programs in 2025 is more than 1.17 trillion VND, implemented and disbursed reaching 40.79% of the plan.

However, up to now, many projects have not yet started; many projects are still stuck in site clearance, affecting construction progress... Besides, the scarcity of sand and stone for construction works, especially transportation projects, is still very difficult.

On the other hand, in the process of merging provinces, organizing the local government apparatus at two levels, the province had to reorganize the project management boards and the Land Fund Development Center. Therefore, it affected the site clearance and payment for some projects.

Some ODA projects have to review and adjust designs according to donor requirements, constraints in determining payment volume... so disbursement is slow.

To further accelerate the implementation progress, avoid interruptions and ensure the disbursement progress reaches 100% of the plan, Mr. Truong Dang Vinh Phuc suggested focusing on synchronously implementing solutions.

In particular, continue to resolutely implement tasks and solutions to disburse the 2025 public investment capital plan. Project management boards and investors focus on implementing projects, especially key projects; review and identify tasks and items of each project to make detailed plans for implementation progress and disbursement to ensure achievement of the set plan.

For projects that have not yet started construction, urgently carry out design-construction and project estimates, and select contractors to start construction in August 2025.

In site clearance work, the Land Fund Development Center quickly carried out surveys, determined specific land prices, approved compensation plans, promptly paid site clearance costs and handed over the site to implement projects.

The People's Committees of communes and wards with projects in their areas focus on propagating and mobilizing people to hand over the site to investors for construction. At the same time, continue to organize inspections and urge implementation; identify specific difficulties, obstacles, responsible agencies... to promptly resolve, remove, implement and quickly disburse capital plans.

Mr. Lam Van Tan - Director of the Department of Agriculture and Environment said, "The industry is focusing on the Land Fund Development Center to carry out site clearance work in localities; guiding localities to build commune-level compensation boards".

Directing on this issue, at the regular meeting in July, Mr. Lu Quang Ngoi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that in the last months of the year, it is necessary to focus on clearing and effectively using public investment resources.

Accordingly, it is necessary to strengthen coordination, promptly resolve difficulties and obstacles, speed up the implementation progress and disbursement of public investment capital in 2025, focusing on key projects and works, works to welcome the Party Congress, national target programs, striving for a disbursement rate of 100% of the plan.
