On the morning of April 17, in Dien Bien Phu city, Dien Bien province, Prime Minister Pham Minh Chinh attended a meaningful and emotional meeting and tribute to Dien Bien soldiers, youth volunteers, and frontline laborers who directly participated in the Dien Bien Phu Campaign.
The event was organized by the Central Committee of the Vietnam Fatherland Front in coordination with Dien Bien province to celebrate the 70th anniversary of Dien Bien Phu Victory (May 7, 1954 - May 7, 2024).
Also attending were Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; former Chairman of the Central Committee of the Vietnam Fatherland Front Huynh Dam; former Vice President Nguyen Thi Doan; leaders of a number of central ministries and branches; leaders of provinces, cities and Dien Bien province.

Gratitude to 13,836 comrades directly participating in the Campaign
Comrade Do Van Chien said that on the occasion of the 70th anniversary of the historic Dien Bien Phu Victory, the Central Committee of the Vietnam Fatherland Front presided over and coordinated with central departments, ministries, branches, agencies and 54 provinces and cities to organize meetings, present gifts and express gratitude to 13,836 war invalids, sick soldiers, youth volunteers and frontline workers who directly participated in the Dien Bien Phu Campaign.
He affirmed that we "keep in mind" the contributions of wounded and sick soldiers, youth volunteers, and frontline laborers across the country who, despite difficulties and dangers, rushed to the front lines and contributed to the resistance.
A typical example is Mrs. Lo Thi Doi, whose husband went to fight the resistance war, and who herself had just given birth, but still worked day and night to mobilize the Thai, Muong, and Mong people in Muong Phang to collect and support 9 tons of rice and 5 buffaloes for the campaign. Although the people here still had many difficulties, they were always ready to provide everything they could to the command post to fight the enemy.

Mr. Ma Van Thang in Thanh Son, Phu Tho, with a slim figure, can carry 325 kg of goods for the campaign on a single bicycle trip.
Mr. Trinh Dinh Bam in Dinh Lien commune, Yen Dinh district, Thanh Hoa province was poor and did not have a bicycle. He made a wheelbarrow to use as a laborer. Still missing a wheel, he informed his ancestors, removed the altar and completed the wheelbarrow to go to Dien Bien to transport goods to serve the battlefield.
"There are thousands, tens of thousands of people whose names cannot be mentioned who sacrificed their blood and bones, contributed their efforts and efforts to the Dien Bien Phu Victory, for the independence and freedom of the Fatherland," comrade Do Van Chien was moved.
At the meeting, delegates were moved to hear representatives of Dien Bien soldiers, youth volunteers, and frontline workers recall unforgettable memories of their participation in the campaign years ago.
“As a former soldier, I respectfully bow to commemorate beloved Uncle Ho, the father of the armed forces, General Vo Nguyen Giap, the eldest brother of the army and the comrades and teammates who sacrificed their lives,” veteran Bui Kim Dieu (born in 1930) from Dien Bien Phu city emotionally said.

Mr. Bui Kim Dieu enlisted in February 1952 and participated in the Dien Bien Phu Campaign as deputy information squad leader of the 312th Division. He and his teammates were determined to fight and win, even if it meant sacrifice.
His company also achieved many feats, Company Commander Ta Quoc Luat was the one who captured General De Castries, 5 comrades were awarded heroes. His 312th Division was awarded the "Determined to Fight and Win" flag by Uncle Ho, which was personally received by Company Commander Le Trong Tan.
Mr. Duong Chi Ky is 90 years old this year, 70 years in the Party, 55 years in the army, currently living in District 7, Ho Chi Minh City, said he was very moved to return to the old battlefield, to meet and remember his comrades, the youth volunteers, the frontline workers with "bare heads, bare feet, thin shirts", the soldiers who "dig mountains, sleep in tunnels, in the pouring rain, and eat rice balls". He was also happy that after 70 years, Dien Bien has changed, the people have a happy and prosperous life, and light has reached the villages.

Speaking at the meeting, Prime Minister Pham Minh Chinh first conveyed the respectful greetings, warm regards, best wishes for health and best wishes from General Secretary Nguyen Phu Trong to the uncles, aunts, Dien Bien soldiers, youth volunteers, frontline workers, and people of all ethnic groups in Dien Bien province who made important contributions to the historic Dien Bien Phu Victory that "resounded throughout the five continents and shook the world".

I am extremely moved, as if I have been given more motivation, inspiration and joy to see you, my uncles, aunts, brothers and sisters, although most of you are very old, you are still healthy, clear-headed and full of enthusiasm, especially when we listen to the sharing and confiding of Uncle Bui Kim Dieu and Uncle Duong Chi Ky, very emotional, full of inspiration and very happy with life", the Prime Minister said.
70 years ago, under the brilliant and wise leadership of the Party and President Ho Chi Minh - the great national hero and world cultural celebrity, our army and people fought bravely, carried out the decisive battle of Dien Bien Phu, won a decisive victory, and brought our nation's resistance to complete victory. “At this moment, we respectfully remember and are infinitely grateful for the great contributions of the great President Ho Chi Minh - the beloved father of the heroic Vietnamese people's armed forces; we recall the beloved General Vo Nguyen Giap - the Elder Brother of the heroic Vietnamese People's Army, the soldiers, comrades and compatriots who heroically sacrificed in the Dien Bien Phu Campaign in the past; we deeply express our gratitude to the compatriots and soldiers of the whole country, the brotherly countries and international friends who united, stood side by side, shared the joys and sorrows to contribute to the historic Dien Bien Phu Victory and made Vietnam the shining star of the national liberation movement in the world,” the Prime Minister was moved.
According to the Prime Minister, during the Dien Bien Phu Campaign, in contrast to the enemy's large numbers of troops, strong firepower, and solid fortifications at the strongest military base in Indochina, "an impregnable fortress", our soldiers and compatriots had to face countless dangers, hardships, difficulties, and challenges.
However, with the spirit of "All for the front", "All for the frontline", "All for victory", the strength of the great national unity bloc was highly promoted with an indomitable will, our Party led the army and people of the whole country to unite, concentrate human and material resources to make Dien Bien Phu a decisive victory, smashing the invasion ambitions of the imperialist and colonial forces; contributing significantly to gaining a great advantage at the Geneva Agreement negotiation table, opening a new glorious page for the revolution and the Vietnamese people in 1954.

According to the Prime Minister, it was a victory of Vietnamese revolutionary mettle, intelligence and heroism, of human conscience and dignity, demonstrated by the correct, creative and skillful strategic leadership and direction of the Party and the great President Ho Chi Minh, the tactical talent of General Vo Nguyen Giap and the generals, officers and soldiers on the battlefield.
That is the victory of justice, of the heroic Vietnamese people, of the solidarity of "the army and the people with one will", of the brave, resilient, determined fighting spirit and the thirst for victory of our entire army and people, because "nothing is more precious than independence and freedom".
It was the victory of combining national strength with the strength of the times; including the support, assistance and assistance of fraternal socialist countries and progressive, peace-loving people in the world, especially the countries on the Indochina peninsula.
"We will never forget the heroic, intelligent, creative examples who have made our nation's tradition of ardent patriotism famous, such as hero To Vinh Dien, hero Be Van Dan, hero Phan Dinh Giot... along with thousands and thousands of soldiers and compatriots who were resilient, brave, and not afraid of sacrifice and hardship with the spirit of "rather sacrifice everything but never lose the country, never become slaves", "determined to die for the survival of the Fatherland".
We will never forget the image of our people from rural to urban areas, from mountainous to lowland areas, from islands to mainland, old and young, men and women, all listening to the call of the Party and Uncle Ho, striving to compete to build a solid rear, killing enemies and making achievements; or the image of the "bicycle troop" with thousands of them transporting day and night on a route of nearly 1,500 km, contributing human and material resources to ensure the best conditions for the battlefield, adding to the will to fight and win for the armed forces on the front line.
We will never forget the enthusiastic and excited spirit of the porters who set out with the belief of certain victory; tens of thousands of people day and night cutting mountains, clearing forests, opening thousands of kilometers of roads to transport weapons and food for the Campaign. "...And the women and men who went to the front line day and night/ Several layers of clouds, strong winds and heavy rain/ Pha Din Slope, women carried loads, men carried goods/ Lung Lo Pass, men sang and sang/ Despite bombs and bullets, bones were shattered, flesh was torn/ They did not lose heart, did not regret their youth...", the Prime Minister emphasized.

Inheriting and promoting the spirit and Victory of Dien Bien Phu
The Prime Minister said that over the years, with the philosophy of "When drinking water, remember its source; when eating fruit, remember the person who planted the tree", our Party and State have always paid special attention to, led and directed the good performance of gratitude and repayment work with a sense of responsibility, respect and deep gratitude; issued and effectively implemented many policies and guidelines to provide specific and practical support to war invalids, sick soldiers, relatives of martyrs, and people with meritorious services to the revolution, considering this an important, regular, and meaningful political task, with deep gratitude and humanity.
Towards the 70th anniversary of Dien Bien Phu Victory, in response to the program "Millions of loving hearts - Thousand happy homes", Dien Bien province has completed 100% of the construction of Great Solidarity houses for 5 thousand poor and near-poor households, demonstrating the deep concern and active response of ministries, branches, central and local agencies, units, enterprises, organizations and individuals.
In addition to the positive results achieved, the lives of a number of war invalids, sick soldiers, relatives of martyrs, and families of people with revolutionary contributions are still difficult; many martyrs have not yet found their remains or identified their identities...
In the coming time, the Prime Minister requested that all levels, sectors and localities continue to effectively implement the Party's guidelines and the State's policies and laws, further promote the care of war invalids, sick soldiers, martyrs' families and people with revolutionary contributions, focusing on a number of specific tasks.

Firstly, strengthen propaganda work, raise people's awareness of the great sacrifices and contributions of those who have contributed to the revolution to promote patriotism, strongly promote the tradition of "When drinking water, remember its source", "When eating fruit, remember the person who planted the tree" and the spirit of great national unity, sense of responsibility towards history and aspiration to contribute to the country and the Fatherland.
Second, synchronously and effectively implement preferential policies for people with meritorious services, constantly improve the material and spiritual life of people with meritorious services and their families with meritorious services to the revolution. Pay more attention to people with meritorious services who are in difficult circumstances, living alone, without support, and families of people with meritorious services in remote, isolated, border, island, ethnic minority and mountainous areas.
Third, continue to effectively implement the campaign "All people take care of families of war invalids, martyrs and people with meritorious services to the revolution", ensuring that people with meritorious services and their families have a living standard of average or higher in the area; actively support the Gratitude Fund to help families with meritorious services overcome difficulties and improve their lives; and ensure that no person with meritorious services does not enjoy preferential policies of the Party, State and People.
Fourth, promote research and promulgation of specific and practical support mechanisms and policies, create favorable conditions, and promote the role of people with meritorious services, war invalids, sick soldiers, and families with meritorious services to the revolution, especially in production and business, household economy, and collective economy.

Fifth, focus on building and renovating the space and landscape of the martyrs' cemetery to ensure it is spacious, clean, and beautiful, showing sacredness and respect, so that this place becomes a "red address" to educate future generations about the heroic historical and revolutionary traditions of the nation.
Sixth, promote the application of science and technology in managing information data, images, and relics of heroes, martyrs, wounded soldiers, and sick soldiers; identify DNA for cases of martyrs with unknown information. This is a very meaningful task and the Government is focusing on leading, directing, and investing in this field.
On this occasion, the Prime Minister requested the Party Committee, government, army and people of Dien Bien province to continue to inherit and promote the spirit and victory of Dien Bien Phu, unite, join hands and wholeheartedly build and develop Dien Bien province quickly and sustainably, maintain the northwestern border of the Fatherland, and constantly improve the material and spiritual life of the ethnic people. This is also the wish and message of the Party and State leaders.
On the occasion of the meeting, the Prime Minister hoped and believed that the Dien Bien soldiers, youth volunteers, and frontline workers would continue to promote their traditions and spirit of self-reliance and self-improvement, continue to contribute their strength and intelligence, and always be a bright and vibrant example; creating motivation and inspiration for the younger generation to follow.
“70 years have passed, but the significance and historical lessons of the historic Dien Bien Phu Victory have always been a strong driving force, adding great strength and firm belief to our entire Party, people and army to promote revolutionary heroism and the spirit of great national unity in the cause of building and defending the socialist Vietnamese Fatherland; to be more determined, make greater efforts, act more resolutely, and strive to successfully implement the Resolution of the 13th National Party Congress, to build our Vietnam to be increasingly powerful and prosperous, and for our people to be increasingly happy and well-off,” the Prime Minister said.
