Hanoi Departmentof Education and Training requires primary schools not to cut compulsory periods to teach in conjunction with and enhance.
At the conference to deploy tasks for the 2023-2024 school year of the Hanoi Department of Education and Training on the morning of October 5, Mr. Dao Tan Ly, Head of the Primary Education Department, emphasized that schools need to fully implement compulsory lessons, not cut or reduce them to make time for extracurricular activities and enhanced lessons.
According to Mr. Ly, the standard work week for primary school teachers is 23 periods. Reducing regular periods will affect teachers' work, so schools should avoid teachers having to do extracurricular activities before they have finished their teaching quota.
"When the full curriculum as required by the Ministry of Education and Training has been implemented, teachers have met the quota and there is still free time, then the school will organize extracurricular activities," said Mr. Ly.
With the linkage and enhancement program, the Department requires schools to survey and synthesize the needs of students and parents before developing an implementation plan.
"We must ensure the voluntary spirit of parents and students. Schools are not allowed to arrange extracurricular activities during regular school hours if 100% of the class does not participate," Mr. Ly emphasized this requirement twice.
Regarding the number of classes and additional activities, Mr. Ly reminded schools not to overload students. According to him, schools can offer many programs but do not let students choose all of them, but only encourage 1-2 activities.

The move by the Hanoi Department of Education and Training was made after parents in many places were upset because schools inserted linked and enhanced classes such as STEM (Science, Technology, Engineering, Mathematics), English with foreigners, life skills... into the official timetable, or advised, suggested, and "forced" them to participate.
The Ministry of Education and Training assesses that these activities contribute to consolidating and improving knowledge, skills and comprehensive personality education for learners. However, the management of extracurricular education is still limited, creating negative public opinion.
Therefore, at the end of September, the Ministry requested the Departments to strengthen management and direct schools to strictly implement regulations on cooperation and organize extracurricular educational activities according to learners' needs.
Many provinces and cities such as Da Nang, Hai Phong, and Nghe An have announced to rectify the joint tutoring activities in schools. In Hanoi, schools in Soc Son and Thanh Tri districts this week announced to temporarily suspend life skills classes and joint classes for review.
