In 2023, the central government allocated a revenue target of 2,500 billion VND from land use fees to Quang Ngai province, including 1,645 billion VND at the provincial level and 855 billion VND at the district level.
According to a report from the Department of Natural Resources and Environment of Quang Ngai province, as of August 31, 2023, three projects had been successfully auctioned, with a total value of nearly 415 billion VND; three projects were auctioned but were unsuccessful: the land plot coded DN06 belonging to the technical infrastructure system project of the residential area along the Bau Giang-Cau Moi road; land plot number 83 belonging to the green park project combined with multi-functional cultural and sports services in Tran Phu ward; and the Riverside My Khe Commercial and Service Complex project.

Several projects are currently undergoing auction procedures, including: the Hang Duong Beach Ecotourism Area project (Tinh Khe commune); the 20 land plots belonging to the resettlement area project combined with land development for the construction of a dike system to respond to climate change (Tinh Ky commune); the urban renovation project in the northern area of Thien But mountain (Nghia Chanh ward); and projects such as the urban area on the southern bank of the Tra Khuc river, the residential area along the My Tra-My Khe road, and land plots in La Ha town, Tu Nghia district…
In addition, according to Decision No. 524/QD-UBND dated June 12, 2023, of the People's Committee of Quang Ngai province, there are also 3 other projects managed by the Provincial Project Management Board for Investment and Construction of Transportation Works that are included in the land use right auction plan for 2023, and 1 urban project with non-budgetary capital, the Bau Giang Urban Area Project.

According to Chairman of the Quang Ngai Provincial People's Committee, Dang Van Minh, from the beginning of the year, the Provincial People's Committee proactively organized meetings to review and evaluate the results of implementation in each quarter and directed the resolution of obstacles to promote the completion of procedures and accelerate the progress of auctioning land use fee collection projects. However, at this time, the province's land use fee collection auctions are too slow, only reaching about 25% of the provincial target for 2023.
According to the Chairman of the People's Committee of Quang Ngai province, there are many reasons for the delay in collecting land use fees, but the main reason is objective: most projects put up for auction require a complete review of the planning, which takes a lot of time to complete the procedures.
When the auction procedures were completed, no businesses or investors participated, resulting in an unsuccessful auction. The starting price for commercial and service land was set too high compared to other provinces and cities in the region, failing to attract businesses to participate in the auction.
The Chairman of the People's Committee of Quang Ngai province requested that departments, agencies, and localities focus on advising and resolving obstacles to implement land auctions and collect land use fees in 2024 and 2025. The Department of Natural Resources and Environment, in coordination with the Department of Justice, was tasked with researching and, based on legal regulations, urgently reviewing and advising the Provincial People's Committee to submit to the Provincial People's Council for consideration the land prices for commercial and service purposes in the 2020-2024 Land Price List issued by the Provincial People's Council in 2020.
Forecasting a shortfall of approximately 800 billion VND in land use fees in 2023, the Chairman of the Quang Ngai Provincial People's Committee stated that the province will compensate for this shortfall using surplus revenue from 2023. He instructed the Department of Finance to balance resources and allocate sufficient funds for projects and works previously structured with funding from land use fees. Simultaneously, he requested that project owners focus on disbursing all allocated funds.
