The Vietnam Automobile Transport Association (VATA) has just sent a "letter of intent" to the Minister of Transport Nguyen Van Thang, requesting to continue granting circulation licenses for vehicles transporting oversized and overweight goods and oversized vehicle combinations carrying cars to help transport businesses operate stably, contributing to promoting the country's economic development.
According to VATA, the failure to issue permits for overloaded and oversized vehicles from mid-March 2023 to present, if not resolved soon, will disrupt the supply chain, affect the progress of investment and construction of projects, and affect the confidence of investors. In particular, this will put transport businesses at risk of being fined under economic contracts for failing to perform previously signed transport contracts.
Currently, the demand for transporting oversized and overweight goods is very diverse and has a large volume. For many years, the transportation of cars and motorbikes from the place of production or seaports to dealers has been by specialized vehicles. Therefore, the issuance of vehicle circulation permits to transport the above goods is inevitable because even if transported by other means of transport, it is transported by road from the place of production, border gate, port to the final destination.
To meet the above needs, hundreds of companies specializing in transporting oversized and overweight goods have invested in thousands of specialized vehicles such as semi-trailers with multiple axles and modules to be connected together to suit the cargo structure and not cause too much damage to the road surface and bridges...
For automobile and motorbike transportation, there are also dozens of businesses with hundreds of specialized vehicles. These vehicles are imported into Vietnam according to international standards or practices or are manufactured and assembled in Vietnam, inspected according to regulations and have been in operation for many years. However, currently, the Vietnam Road Administration believes that it is possible to wait with a regular car and do not need a circulation permit.
“This is not suitable because it will increase costs, increase fuel consumption, and increase environmental pollution because normal cars only wait for 1 + 2 cars while the vehicle in use can carry 6 cars,” VATA said.
In addition, according to VATA, management of oversized and overweight cargo transportation activities is regulated in Article 76 of the 2008 Road Traffic Law, Circular No. 46/2015/TT-BGTVT dated September 7, 2015 and Document No. 8146/TCDBVN-ATGT guiding the implementation of some contents of Circular 46.
Thereby, the transportation of oversized and overweight goods, and the transportation of cars and motorbikes by specialized vehicles has stabilized, meeting the transportation needs. During the implementation process, no problems that pose risks to traffic works and traffic safety have been found.
However, from the beginning of 2023 until now, the Vietnam Road Administration has issued a number of documents guiding the issuance of circulation permits for transporting oversized and overweight goods such as. Accordingly, there are some contents that are inconsistent with Circular No. 46/2015 and Guidance Document No. 8146/TCDBVN-ATGT, causing confusion and passivity in the consideration of granting vehicle circulation permits.
The Vietnam Road Administration has put data on road and bridge conditions on the electronic information portal, but it is still lacking and very difficult to find. Therefore, it is very difficult to look up. Moreover, the team of officers in charge of issuing vehicle circulation permits also fluctuates a lot, some of whom have just been rotated and have not been professionally trained, so they are very confused and not confident enough in the process of considering and issuing vehicle circulation permits.
Therefore, VATA respectfully requests the Ministry of Transport to consider and direct the continued issuance of circulation licenses for vehicles transporting oversized and overweight goods and oversized vehicle combinations carrying cars to help transport businesses operate stably, contributing to promoting the country's economic development.
“In case of changes affecting a large area, there must be a preliminary assessment and a roadmap to help transport businesses operate stably and contribute to promoting the country's economic development, accelerating the progress of construction projects, attracting foreign investment capital…”, VATA stated its opinion.
