No extra classes allowed on holidays

(PLVN) - Some localities have regulations that do not organize extra teaching and learning on holidays according to State regulations and time frames from 11:30 to 13:30, before 7:00, after 22:00 on all days of the week.

Mr. Nguyen Tuan Anh, Chairman of Yen Bai Provincial People's Committee, has just signed and issued Decision No. 21/2025/QD-UBND regulating extra teaching and learning in Yen Bai province.

Accordingly, the People's Committee of Yen Bai province stipulates that the duration and time of extra teaching and learning must be suitable for the psychology of each age group, ensure the health of students, and comply with legal regulations on working hours and overtime.

The regulation also requires that extra teaching and learning not be organized on holidays prescribed by the State and during the time frames from 11:30 a.m. to 1:30 p.m., before 7 a.m. and after 10 p.m. on weekdays (including Saturdays and Sundays).

Also according to this Regulation, the Departmentof Education and Training is responsible for publicly announcing the place to receive citizens at the agency's headquarters and the phone number and email address to receive feedback and recommendations from individuals and organizations on issues related to extra teaching and learning in the province for timely handling.

Meanwhile, the Department of Finance is responsible for advising the Provincial People's Committee to arrange funding for organizing extra teaching and learning in schools from the state budget to ensure it is suitable to the actual situation and the balancing capacity of the local budget.

The Department of Finance is also responsible for guiding organizations and individuals organizing extra-curricular teaching and learning to carry out business registration procedures (when needed) according to the provisions of Point a, Clause 1, Article 6 of Circular No. 29/2024/TT-BGDDT.

The Department of Finance coordinates with the Department of Education and Training, relevant units and localities in organizing, inspecting and handling violations related to finance and operating conditions of extra-curricular teaching and learning facilities.

In addition, relevant departments and branches, according to their functions and authority, are responsible for coordinating with educational management agencies and authorities at all levels to carry out propaganda and management of extra teaching and learning according to regulations.

The Department of Education and Training of districts shall preside over and coordinate with relevant agencies to advise on the management of extra teaching and learning for educational institutions under the management of the district-level People's Committee and extra teaching institutions in the area.

The People's Committees of communes, wards and towns shall strengthen the dissemination, popularization, supervision and inspection of compliance with this regulation and legal regulations on working hours, overtime, security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of schools in the area.

After being granted a business registration certificate in accordance with the law, additional teaching establishments are responsible for notifying the People's Committee of the commune where the additional teaching establishment is located when it comes into operation, refunding the amounts collected in advance from learners who have not yet organized additional teaching, fully paying the fees to the additional teachers, ensuring the material conditions for additional teaching, and complying with the provisions of current law.

This Decision takes effect from May 6, 2025 and replaces decisions related to extra teaching and learning previously issued by the People's Committee of Yen Bai province.

Previously, Ninh Binh province also issued Regulations on extra teaching and learning in the province. This Decision takes effect from May 2, 2025. The Regulations clearly state that extra teaching and learning will not be organized on holidays and Tet holidays in the year according to Government regulations; Extra teaching and learning will not be organized before 7:00 a.m., from 11:30 a.m. to 1:30 p.m. and after 9:30 p.m. every day; Each extra class will not last more than 2 hours a day, with time for students to rest in the middle of the session...

Before Ninh Binh and Yen Bai, some provinces and cities issued guidelines for managing extra teaching and learning, but few localities have detailed regulations on specific time frames for organization. Recently, Ho Chi Minh City also plans to apply regulations prohibiting extra teaching facilities from operating after 8 p.m. to ensure the health of students.

After Circular 29 of the Ministry of Education and Training on extra teaching and learning was implemented on February 14, it has been more than 2 months but only a few localities have issued decisions on extra teaching and learning in their areas. Hanoi is one of the localities with the largest number of students in the country and is in the process of collecting opinions, developing regulations, and submitting them to the City People's Committee for approval.
