Currently, the demand for land for infrastructure construction projects in A Luoi district ( Hue city) is quite large, but this locality has not yet been licensed to mine land for VLSL. According to the Management Board of Investment and Construction Projects in A Luoi district, the unit assigned to be the investor of many transport and irrigation infrastructure construction projects in the area, the demand for land for leveling to serve projects in the area is about 30 - 40 thousand m3.
However, currently, the soil for filling constructions in the district is mainly exploited from the topsoil of the A Rang quarry (Son Thuy commune, A Luoi district). Many traffic infrastructure projects have been affected by the lack of soil for filling, causing the construction unit to have to wait. Meanwhile, the transportation of soil from the delta areas is almost impossible due to the long distance, and the cost increases significantly.
Meanwhile, although many enterprises have won the auction and been licensed to exploit mineral mines for VLSL in Huong Thuy town (Hue city), the implementation is facing many difficulties. According to enterprises, the biggest obstacles come from compensation, site clearance as well as the process of carrying out land lease procedures.
According to the Hue City Construction Materials Development Plan for the period 2021 - 2030, with a vision to 2050 approved by the City People's Committee, in the period 2025 - 2030, the demand for land for construction materials serving key projects in the area is about 46.06 million m3. Meanwhile, the total remaining reserves of 13 operating mines are only about 23 million m3, with an exploitation capacity of 3 million m3/year. This means that it cannot meet the demand without additional supply. To solve this problem, Hue City has organized an auction for exploitation rights for 13 new mine areas, with a total reserve of more than 50 million m3.
According to Mr. Le Ba Phuc - Deputy Director of the Department of Agriculture and Environment of Hue City, in order to proactively supply land for construction projects, on the basis of ensuring factors of short transport distance and timely supply, the Department has been advising the City People's Committee to continue to auction mineral exploitation rights to grant exploration licenses and grant exploitation licenses for other planned locations. In addition, the Department also proactively proposes locations that can supply land for construction of important national projects; urgent projects; and emergency disaster prevention and control construction. Thus, the land source for VLSL can proactively meet the needs of construction projects in the coming period.
It is expected that by the end of May 2025, Hue City will conduct an auction for mineral exploitation according to its authority (phase 1), including 1 area of land mine for construction materials at location 1 in Duong Hoa commune, Huong Thuy town, with an area of 36 hectares, estimated resources of 3.3 million m3 and 1 area of stone mine for common construction materials in Bac Khe Ly area, Long Ho ward, Hue city with an area of 10.7 hectares, estimated resources of 4 million m3.
In addition, the Hue City People's Committee also assigned departments and branches to review and re-evaluate the reserves, quality, and supply capacity compared to the actual demand at the mines that have been licensed for exploitation by competent authorities. At the same time, review and promptly resolve arising problems, ensure conditions and procedures so that the mines can effectively carry out exploitation activities and promptly supply materials for projects.
Hue City People's Committee assigned the Department of Agriculture and Environment to preside over consulting on organizing auctions and granting licenses for mineral exploitation of land mines for filling materials in the area according to the plan and planning approved by competent authorities to ensure supply and increase competitiveness in the supply of land filling materials.
