Provinces need to be more drastic
Mr. Vo Quang Lam - Deputy General Director of Vietnam Electricity Group (EVN) said that before the National Day on September 2, 2025, EVN has many projects to complete such as putting into operation Unit 1 of Quang Trach Thermal Power Plant, Unit 1 of Hoa Binh Hydropower Plant, some power transmission lines such as Lao Cai - Vinh Yen, the line to release the capacity of Nhon Trach 3 - 4 LNG Plant...
In addition, according to Deputy Minister of Industry and Trade Nguyen Hoang Long, Nhon Trach 3 Power Plant will generate commercial electricity in August 2025, and Nhon Trach 4 Power Plant in November 2025. These are two very important energy source projects that will come into operation in 2025, contributing to reducing the pressure on the national power system. Therefore, the period from now until August will be a time of maximum effort for the projects.
According to the latest report of EVN, currently, the compensation and site clearance work for the 500kV Lao Cai - Vinh Yen line has been actively implemented under the direction of the Government. Specifically, the handover of the site for 468/468 locations has been completed; contractors have basically completed the opening of public roads, are urgently implementing the simultaneous excavation and casting of foundations and starting to erect poles.
Deputy General Director of the National Power Transmission Corporation (EVNNPT) Bui Van Kien said that to release capacity for the Nhon Trach 3 and Nhon Trach 4 LNG Power Plants, EVNNPT has implemented 4 grid projects. Up to now, one project has been completed and put into use to ensure testing and grid transmission of Nhon Trach 4 Power Plant, while 3 projects are still stuck, mainly in terms of land. Nhon Trach 3 Power Plant alone is using testing transmission via a temporary connection line built by EVNNPT.
At a recent meeting regarding this power grid project to relieve capacity, Vice Chairman of Dong Nai Provincial People's Committee Duong Minh Dung said that the province has completed the handover of 2/3 of the project site. There is only one project left, Nhon Trach 3 220kV - Long Thanh 500kV Transmission Line, with 37/87 pole positions, and is continuing to mobilize people to hand over the site. The province has also requested the Nhon Trach District People's Committee and Long Thanh District People's Committee to continue mobilizing people to hand over the site of the remaining pole positions and the power grid corridor to ensure construction and wire pulling, striving to complete before June 15, 2025.
Deputy Minister Nguyen Hoang Long assessed that the grid synchronization projects to release the capacity of the 2 LNG plants are still slow, affecting the overall progress of the power plant and the efficiency of the project. Therefore, Deputy Minister Long requested Dong Nai province to continue to pay attention and closely direct localities to complete site clearance work before June 15, 2025 as committed, to have construction sites, contributing to bringing the project to the finish line as soon as possible.
Regarding the Lao Cai - Vinh Yen 500kV transmission line project, Deputy Minister Long requested the People's Committees of the provinces to direct the People's Committees of the districts to thoroughly handle any problems arising during the project implementation and support the investor in negotiating the access road for construction. At the same time, urgently complete the procedures for compensation and site clearance, hand over the entire corridor of the line to the investor in May 2025; propagate and mobilize households to collect trees in the corridor of the line, complete in May 2025 to organize the wire pulling construction.
No delay
EVN's report said that the overall progress of the Quang Trach I Thermal Power Plant project has reached 90.23%. Of which, the design work has reached 99%; the procurement work has reached 97.7%; and the construction and installation work has reached 74.7%.
To ensure the progress of connecting Unit 1 to the grid before September 2, 2025, EVN leaders have requested the main contractors (Mitshubishi, Hyundai, CC1) and subcontractors to urgently deploy construction in 3 continuous shifts instead of 2 shifts, mobilizing enough human resources and equipment by day and week; At the same time, completely resolve existing problems and hand over auxiliary items on schedule to the EPC contractor. At the same time, the units need to organize clear assignment of responsibilities, closely following each item, each specific progress milestone, and continue to urge the completion of documents and procedures to soon be eligible for synchronous operation of the entire project.
The progress of the Hoa Binh Hydropower Plant expansion project has also achieved many remarkable results. In particular, the concrete construction of the water intake section reached 88.7%; the concrete construction at the water tunnel No. 1 accumulated to 91.91%, at the water tunnel No. 2 reached 98.7%, the drainage tunnel reached 100%... In the factory and discharge channel section, the concrete construction volume has reached 100%. Unit 1 has completed the roofing work, and the contractor Lilama is currently installing the equipment. Unit 2 has also completed the pouring of the upstream and downstream crane beams, and the contractor is implementing the construction of the retaining wall, with an average elevation of 55.4m... Mr. Lam said that EVN is striving to put Unit 1 of the Hoa Binh Hydropower Plant into operation before August 31, 2025.
With 2 Nhon Trach LNG Plants, the latest information from Vietnam Oil and Gas Power Corporation (PV Power) said that Nhon Trach 3 Power Plant Project (located in Ong Keo Industrial Park, Phuoc Khanh Commune, Nhon Trach District) has completed the technical milestone of running continuously for 24 hours at base load with a maximum capacity of 812MW. This is an important milestone in the process of preparing for commercial operation. On February 5, 2025, Nhon Trach 3 Power Plant was officially connected to the national grid, reaching a capacity of 50MW for the first time generating electricity to the grid. This is the largest power plant in the South to be completed and put into operation in the past 5 years.
Nhon Trach 4 Power Plant has also basically completed the installation and testing of the auxiliary systems and equipment of the unit. The unit is expected to synchronize for the first time in May 2025 and generate commercial electricity on November 1, 2025.
