Many policies on vehicle registration have been changed and adjusted to better serve consumers.
Mr. Nguyen Van Phuong, Deputy Head of the Department of Motor Vehicle Inspection - Vietnam Register, said: Almost all the provisions in Decree 139 have been amended in Decree 30. In general, the current business of motor vehicle inspection services has 5 "tightening" regulations and 5 "opening" regulations to help with strict management on the one hand, and on the other hand, to create more favorable conditions for units participating in this activity.
5 tightening regulations include: Stricter management of licensing for inspection units when requiring additional documents approving investment policies of competent local authorities; Clear and transparent decentralization of state management responsibilities at central and local levels in licensing and managing the activities of inspection units and inspectors; Stricter and clearer regulations on the organizational structure and human resources of inspection units, clarifying the responsibilities of unit leaders, heads of inspection departments, inspectors, and professional staff; Increasing sanctions for violations of inspection units and inspectors to increase deterrence and increase the responsibility of inspection units, binding the responsibility of the organization establishing the inspection unit if violations occur.
The 5 open regulations include: Automobile warranty and maintenance facilities, transportation units, and inspection units of the police and military can participate in providing inspection services (when permitted by the Minister of Public Security and the Minister of National Defense); Police and military forces can participate in supporting civil motor vehicle inspection activities in urgent cases; Adjust the minimum number of personnel in the chain to reduce the risk of stopping operations while encouraging inspection units to improve the quality of human resources; Adjust the time for professional internship for those who have experience working directly at automobile warranty and maintenance facilities and abolish the regulation on controlling the number of vehicles inspected per day of the inspection unit to maximize the initiative and flexibility of the inspection units.
To participate in the business of motor vehicle inspection services, the warranty and maintenance facilities of the dealers must also commit to working 5 days/week, at least 8 hours/day, and at the same time, comply with the conditions on facilities and conditions on organizational structure and general human resources of a regular inspection center.
Specifically, in terms of facilities, the inspection unit's premises are used to arrange facilities serving the inspection of motor vehicles on the same land plot, with a minimum area used for inspection activities of 1,250m2 for inspection units with one type I inspection line; 1,500m2 for inspection units with one type II inspection line and 2,500m2 for inspection units with two inspection lines. For inspection units with 3 or more inspection lines, the area used for inspection activities from the 3rd line onwards must increase accordingly for each line by no less than 625m2 .
Mr. Nguyen Van Phuong said that with the new regulations on inspection personnel, a senior inspector can be in charge of many inspection lines and an inspection center can only need 1 senior inspector to operate. From there, it encourages inspection units to increase investment in technology and improve the quality of human resources serving inspection activities.
