Developing the transport infrastructure system is one of the breakthroughs in the 2025 - 2030 term of Dong Thap province.

Accordingly, the Chairman of the People's Committee of Dong Thap province requested the heads of provincial departments, branches, and sectors and the Chairmen of the People's Committees of communes and wards to constantly innovate, create, promote the will of self-reliance and development aspiration, join hands and unite to create a growth foundation for the period 2026 - 2030, and deploy the development of the 5-year socio -economic development plan (2026 - 2030) in accordance with the direction of the Prime Minister.

Specifically, the 5-year socio-economic development plan (2026 - 2030) must closely follow the guidelines, policies, resolutions and conclusions of the Provincial Party Committee; the content of the documents of the 1st Provincial Party Congress, term 2025 - 2030. The development orientation must ensure the following contents: Fast and sustainable economic growth with the target of the province's average economic growth in the period of 2026 - 2030 reaching 9%/year, reaching 10% or more by 2030; establishing a new growth model, restructuring economic sectors and fields, promoting industrialization and modernization, taking science and technology, innovation and digital transformation as the main driving force; developing high-quality human resources and effectively exploiting the advantages of deep international integration; improving the material and spiritual life of the people, ensuring social security; not sacrifice progress, social equity and the environment for mere economic growth. The goal is to move towards rapid, sustainable, inclusive and comprehensive growth that benefits all people.

Develop a 5-year socio-economic development plan (2026 - 2030) based on a comprehensive and accurate assessment of the implementation results of the 5-year socio-economic development plan (2021 - 2025); fully forecast the context, the world, regional, domestic situation and the situation of the province in the coming time; must have a new and breakthrough development vision and mindset to grasp and make good use of opportunities, overcome challenges as well as overcome limitations and weaknesses of the 2021 - 2025 period; combine strengthening and promoting internal resources with exploiting, mobilizing and effectively utilizing external resources, in which internal resources are fundamental and play a decisive role, and external resources are important and breakthrough.

The development orientation of sectors, fields and localities must be consistent with the planning and 5-year plan for socio-economic development of the province and the Mekong Delta region; consistent with the characteristics and development level of each sector and each locality and ensure regional connectivity, contributing to promoting regional linkages, developing dynamic regions and growth drivers of the province; consistent with the process of restructuring and streamlining the apparatus and political system. It is necessary to focus on exploiting and maximizing the potential differences, outstanding opportunities and competitive advantages to promote economic growth and development.

The system of main indicators of the 5-year socio-economic development plan must ensure feasibility, clarity, suitability with reality and closely follow the Provincial Planning, resolutions of People's Councils at all levels, and indicator guidelines of central ministries and branches.

Indicators by sector and field ensure accuracy, synchronization and consistency of information and statistical data nationwide and provincially, serving well the work of monitoring, evaluating and planning.

The proposed tasks and solutions must be breakthrough, innovative, strong, drastic, feasible, effective, suitable for implementation capacity and specific, action-oriented for sectors, levels and localities with the spirit of "only discussing, not backtracking"; ensuring "clear people, clear work, clear responsibilities, clear progress, clear results, clear authority" and quantifiable.

In addition, it is necessary to mobilize, allocate and effectively use resources, closely linking the objectives of the socio-economic development plan, the financial plan and the medium-term public investment plan for the period 2026 - 2030. Promote proactiveness, creativity, flexibility, innovation, daring to think, daring to do, daring to take responsibility for the common good. Mobilize the participation of the entire political system, all economic sectors, all businesses and people in the socio-economic development process.

The organization of the development of the 5-year socio-economic development plan for 2026 - 2030 must ensure consistency, systematization, and close coordination among agencies, units, sectors, and levels. At the same time, it is necessary to organize widespread consultation to create high consensus before promulgation.
