Planning to promote development

Tan Hiep island commune comprises 8 large and small islands (Lao Island, Dai Island, Mo Island, Kho Me Island, Kho Con Island, La Island, Tai Island, and Ong Island) with a total area of approximately 15 square kilometers and a population of about 2,600 people. It is known as the Cu Lao Cham World Biosphere Reserve. According to the Tourism System Planning for the period 2021-2030, with a vision to 2045, issued by the Prime Minister in 2024, the South Central coastal region has 17 potential locations for development into national tourist areas, including Ba Na Hills, Son Tra Peninsula, and Cu Lao Cham in Da Nang City.

However, according to Le Moi, Secretary of the Party Committee and Chairman of the People's Council of Tan Hiep commune, for more than 10 years, due to various reasons, the zoning plan for Tan Hiep - Cu Lao Cham island commune has not been approved by the competent authorities. Therefore, although investment in the island commune has received attention, it lacks a fundamental basis and strategic vision. The most urgent and important solution now is to complete the approval of the overall development plan for Tan Hiep - Cu Lao Cham island commune and specialized plans for transportation, information technology, tourism , ecological conservation, architecture, residential areas, and the development of marine and island cultural spaces...

Meanwhile, according to Ho Thi Minh Thuan, Secretary of the Party Committee and Chairwoman of the People's Council of Tra Linh commune, the planned area for Ngoc Linh ginseng development in the commune currently has a total natural forest area of 7,365 hectares, including 2,708 hectares of special-use forest, 4,349 hectares of protection forest, and 307 hectares of production forest. Natural forest accounts for more than 98% of the total forest area, demonstrating great ecological value and conservation potential, with a forest cover rate of 61.3%. More than 671 hectares of forest have been leased for the development of Ngoc Linh ginseng raw material areas with a production of about 100 tons/year, opening up the potential for sustainable economic development for Tra Linh commune in the future.

In the coming period, Tra Linh commune needs investment in resources to create a breakthrough in infrastructure, focusing on building a transportation system, forming and developing a bio-medicine industrial park in western Da Nang to become a center for processing, research, and conservation of Ngoc Linh ginseng genes and other valuable medicinal plants. At the same time, it needs to develop high-tech medicinal agriculture, focusing on building large-scale medicinal plant raw material areas, ensuring quality and meeting international standards for Ngoc Linh ginseng; closely linking the development of Ngoc Linh ginseng growing areas with the protection of natural forests, preserving biodiversity and forest ecosystems. Along with that, it needs to promote the development of private sector and innovative startups; develop ecotourism combined with medicinal plant tourism and the preservation of local culture...

Development orientation of functional zones

According to the Department of Construction, in the plan for implementing urban and rural planning in Da Nang city after the administrative reorganization, the City People's Committee directed units and localities to study the development orientation of functional areas during the process of researching and proposing the city plan (socio-economic development plan) and the general plan (urban development plan).

Accordingly, the study proposes development orientations for functional zones in several wards and communes; in particular, Tan Hiep commune, located within a world biosphere reserve, could be considered for the formation of a national tourism zone. Thu Bon commune, home to the My Son World Heritage site, could be considered for the formation of a functional zone aimed at preserving, protecting, and promoting the world heritage. Tra Linh commune, located within the Ngoc Linh Nature Reserve, could be considered for the formation of a functional zone aimed at preserving, protecting, and promoting the value of Ngoc Linh ginseng (forming and orienting the development of the Ngoc Linh ginseng ecosystem)...

In the plan for implementing urban and rural planning in Da Nang City after the administrative reorganization, the City People's Committee directed relevant units to organize the planning of functional zones (with an area of over 200 hectares) for 14 industrial parks (the names of the industrial parks are according to the industrial park development plan of the old Da Nang City Planning and the old Quang Nam Province Planning approved by the Prime Minister). In addition, functional zone planning will also be developed for one high-tech zone, one concentrated information technology zone, one university village, and other functional zones, including new functional zones identified during the city's master plan development process.

The City People's Committee also instructed relevant units to review the planning of functional areas under their management authority. In cases where it is necessary to promptly implement zoning plans to serve investment, they should proactively organize the planning process according to regulations. The implementation of planning procedures for the Da Nang Free Trade Zone will be carried out according to the City People's Committee's plan… aiming to expedite the implementation of projects that promote socio-economic development.
