No collection of fees for non-insured items from flood victims

The Ministry of Health has just issued Official Dispatch No. 5481/BYT-KCB on ensuring medical examination and treatment and supporting flood recovery.

Storm No. 3 with very strong intensity and the floods and landslides after the storm caused especially serious consequences to people, property, public works and people's lives.

Many medical examination and treatment facilities were affected and damaged, especially in provinces and cities such as Quang Ninh, Hai Phong, Thai Binh, Hung Yen, Hai Duong, Hanoi, Lao Cai, Yen Bai , Thai Nguyen, Tuyen Quang, Lang Son, Hoa Binh and many other provinces.

In that context, hospitals, medical centers, medical stations, etc. still stand firm, ensuring medical examination and treatment to serve the people, strictly following the instructions in the Prime Minister's telegrams and the Ministry of Health's documents on storm and flood prevention. According to quick reports from localities, up to now, there has been no case that has not received timely emergency care and treatment.

Hospitals have prepared to deal with the super typhoon, moving patients and equipment to higher floors, preparing human resources, medicine, generators, etc. to treat patients.

At some hospitals in Hai Phong City and Quang Ninh Province, due to prolonged power outages and running out of fuel to run generators, staff were mobilized to squeeze the balloons by hand, wholeheartedly and wholeheartedly saving the lives of patients;

Medical facilities in the northern mountainous provinces have actively treated victims buried or injured by the storm and the rain, wind, and landslides after the storm; many medical staff have waded through mud and floods with the people to cope with and overcome the consequences...

In order to implement the Prime Minister's direction, to quickly overcome the consequences of storms and floods, maintain and ensure conditions to effectively carry out the work of protecting and taking care of people's health, the Ministry of Health requests that, for hospitals under the Ministry of Health, hospitals under Medical and Pharmaceutical Universities and hospitals in other provinces and cities with professional conditions, not affected by storms and floods:

Ready to support, establish working groups to increase human resources for treatment and disease prevention for hospitals in provinces and cities affected by storm No. 3 if necessary; support, connect remote consultation, examination and treatment, receive patients...

Encourage donations to support people in storm and flood areas with the spirit of mutual love depending on the contribution capacity of each unit and individual.

For hospitals and medical facilities in areas affected by storm No. 3, it is necessary to continue to promote the spirit of "A good doctor must be like a mother" of a physician, ready and wholeheartedly serving patients; in cases beyond capacity, transfer to another facility or request support for remote examination and treatment.

Note that the hospital fees not covered by health insurance for victims must be collected in accordance with the Prime Minister's instructions, and treatment costs must be aggregated and reported to the Department of Health. Coordinate the receipt, distribution, and use of support funds from organizations and individuals in accordance with the law.

Review facilities, equipment, medicines, supplies, etc. and proactively propose timely solutions and supplements to ensure routine medical examination and treatment.

Department of Health of provinces and cities affected by storm No. 3: Strengthen on-site monitoring, closely direct, grasp the situation of local medical facilities and provide immediate support if necessary to quickly overcome damage, bringing medical examination and treatment activities back to normal.

Instruct CDC to coordinate with local authorities to ensure clean water, environmental sanitation and disease prevention. Prepare response plans for increased disease scenarios after storms and floods and diseases such as diarrhea, poisoning, dermatitis, etc.

Summarize the treatment costs of victims in the area and the damage caused by storms and floods, and report to the Provincial People's Committee for timely solutions.

Regarding specific actions to support flood victims, on September 15, Mr. Do Xuan Tuyen, Deputy Secretary of the Party Committee, Secretary of the Party Committee of the Ministry of Health, Deputy Minister of Health, as head of the working delegation, went to Viet Thanh commune, Tran Yen district, Yen Bai province to give gifts to the people there.

Speaking at the gift-giving ceremony, Deputy Minister of Health Do Xuan Tuyen said that after the flood, the responsibility of the health sector is very high, having to guide people to do a good job of environmental sanitation, food safety, ensuring clean water sources and preventing post-flood diseases such as skin diseases, fungus, digestive disorders, sore eyes or liver diseases... In the gift bags given today, there are medicines and foods to help people improve their health after the flood.

Deputy Minister of Health Do Xuan Tuyen affirmed that the Ministry of Health has been and will continue to accompany provinces and cities to always ensure the best care, protection and improvement of people's health, especially in Yen Bai - the place that suffered heavy losses in human lives and property.

The Ministry of Health's program "Joining hands to support people to overcome the consequences of storm No. 3" led by the Health and Life Newspaper calls on units, organizations, and philanthropists to contribute.

The program has given gifts to 156 households with the hope of helping people overcome the consequences, rebuild their lives and ensure their health after the storm and flood. The total amount of cash and goods given on September 15 was more than 1.8 billion VND.

Each household was given 3,000,000 VND in cash. At the same time, Tran Yen District Medical Center was supported with 30,000,000 VND; 11 medical stations that suffered heavy damage in the recent floods, including Nga Quan, Cuong Thinh, Minh Quan, Bao Hung, Co Phuc, Viet Thanh, Bao Dap, Dao Thinh, Y Can, Quy Mong, Hoa Cuong medical stations, were supported with 20,000,000 VND/medical station to repair facilities after the flood.

The program also donated 20,000,000 VND to Viet Thanh Kindergarten, which suffered damage after the flood, to repair facilities and purchase equipment.

In addition to cash support, the program gave gifts including medicine and essential necessities to units and people.

It is known that Tran Yen district, Yen Bai province has 21 communes and towns with more than 24,000 households. Immediately after receiving information about storm No. 3, the locality started to check all households located along the Red River, dangerous areas such as hillsides, steep mountains... and made plans to move them to a safe place.

However, this was a historic flood, the water rose very quickly along the Red River, many areas of rice, corn, and mulberry trees of the people were buried, completely lost. The local damage was very large, the initial estimate was about 600 billion VND and 4 people died.

Sharing with the people and medical staff of Tran Yen district, Yen Bai province, on behalf of the leaders of the Ministry of Health, Deputy Minister Do Xuan Tuyen sent his deepest condolences to the families of the deceased, hoping that the people of Yen Bai in general, and the people of Tran Yen district in particular, will soon overcome difficulties and stabilize their lives.
