Dong Nai Provincial People's Committee said it has assigned the Department of Finance to develop the project. Currently, the Department of Finance and the Airports Corporation of Vietnam (ACV) have completed the project and continue to seek opinions from experts before submitting it to the Government.
$16 billion free trade zone
According to the Department of Finance, the estimated cost to build the free trade zone is about 16 billion USD with an area of nearly 8,300 hectares.
Accordingly, the free trade zone will have four main functional areas including a production area (3,095 hectares), a logistics functional area (2,244 hectares), a financial, trade and service area (1,500 hectares), and an innovation research, information technology and digital economy area (1,419 hectares).
In these four zones, the planned area is located inside and outside Long Thanh airport and Phuoc An seaport, meeting the necessary conditions for the establishment of a free trade zone. In the four main functional zones, Dong Nai selected 18 priority industries such as digital logistics, electronics, mechanics, pharmaceuticals, food processing, information technology, human resource training, etc.
According to the project, the goal of establishing a free trade zone is to maximize the advantages of Long Thanh airport, Phuoc An port and the system of industrial parks operating in the province; at the same time, develop different industries and fields, from manufacturing, logistics to trade, services and innovation, each area will need different specific characteristics and specialized policies; connect with Cai Mep Ha Free Trade Zone of Ho Chi Minh City to form a super free trade zone with synchronous and superior policy mechanisms to be able to compete with the region and internationally.
In developing the above project, Dong Nai province also pointed out the advantages of forming a free trade zone such as its location close to Long Thanh airport, large passenger traffic (expected 100 million passengers/year after the airport comes into operation); strongly developed urban infrastructure, convenient traffic connection system such as Ring Road 4 - Ho Chi Minh City, Phan Thiet - Dau Giay Expressway, Provincial Road 769E connecting from Long Thanh airport to Phan Thiet - Dau Giay Expressway, Provincial Road 773 connecting from Ring Road 4 to Cam My, Xuan Loc...
According to the People's Committee of Dong Nai province, this is the first free trade zone to integrate airport and deep-water port logistics functions with commercial activities, financial services, export processing industry and other ancillary functions.
Link with the megacity of Ho Chi Minh City
According to the project, in addition to focusing on human resource training, tax and land policies, Dong Nai province noted to proactively coordinate with neighboring localities to promote regional connectivity, develop synchronous infrastructure, especially transportation and logistics... Specifically, build a development strategy, connecting with Cai Mep Ha Free Trade Zone in Ba Ria - Vung Tau area.
At the same time, connecting with the international financial center in Ho Chi Minh City will help businesses in the free trade zone easily access financial services and train high-quality human resources. The combination of the free trade zone in Dong Nai with the international financial center will create an attractive environment to attract experts and top talents at multinational enterprises.
The project also proposes to build an "International Gold Trading Center" in Dong Nai. At the same time, it recommends considering applying the mechanism of the Ho Chi Minh City International Financial Center to the Dong Nai Free Trade Zone to facilitate businesses and investors in payment transactions, foreign currency conversion and capital flow circulation with the international market.
On the afternoon of June 27, Tuoi Tre newspaper organized a workshop on "Promoting Long Thanh - Ho Chi Minh City connectivity". The workshop was held to discuss and propose solutions to promote inter-regional connectivity, sharing the central role of socio-economic development between Ho Chi Minh City and Long Thanh.

By 2030, exports of "made in Vietnam" goods will reach 5 billion USD
The project to build a free trade zone aims to complete infrastructure by 2028 and attract investors in the fields of high technology, financial services, and logistics.
It is expected that by 2030, about 35-40% of the land area will have infrastructure and will attract about 8.4 billion USD in investment capital to the free trade zone.
By 2030, Vietnamese enterprises (including private and state-owned enterprises) will account for at least 30% of the total export turnover of Dong Nai free trade zone, and increase to 50% by 2035.
By 2030, promote the export of "made in Vietnam" goods from the free trade zone to the US and EU markets, reaching 5 billion USD in export turnover with a localization rate of over 40%, and 10 billion USD by 2035 with a localization rate of over 60%.
Regarding employment, by 2030 it is expected to attract about 150,000 jobs. From 2030 to 2040, the number of workers will increase to about 250,000, focusing on the semiconductor manufacturing, information technology, aerospace technology, electronics, biotechnology, etc. industries.
