These are some recommendations for the province made by Associate Professor - Dr. Vu Hai Quan, member of the Party Central Committee, Party Secretary, Director of Ho Chi Minh City National University, at the 3-level online and in-person conference on the rapid and effective implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (Resolution 57) this afternoon (April 23).
Associate Professor - Dr. Vu Hai Quan emphasized that one of the challenges in implementing Resolution 57 of the province is the shortage of staff with scientific and technological expertise in the leadership team and inadequate human resources.
Provincial Party Secretary Nguyen Ho Hai, Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien and comrades in the Provincial Party Standing Committee, Provincial Party Executive Committee, leaders of provincial, district and communal departments, branches and sectors attended the conference.
At the conference, Associate Professor - Dr. Vu Hai Quan, a leading expert with experience in teaching and in-depth research in the field of scientific and technological breakthroughs, innovation, communicated and analyzed the strategic breakthroughs in Resolution 57. In particular, it is necessary to have breakthrough thinking and practical action; large investment in science and technology, accept risks, and empower autonomy; enterprises are considered the center of the innovation ecosystem, playing a key role in applying and commercializing scientific research results.
Along with that, Associate Professor - Dr. Vu Hai Quan pointed out 5 challenges in implementing Resolution 57-NQ/TW. In particular, the old thinking and approach like previous resolutions tend to be formalistic, prioritizing short-term targets, instead of creating sustainable mechanisms for innovation; businesses lack confidence in the feasibility of science and technology initiatives, innovation; leaders of ministries, branches and localities still do not really believe in the ability of scientists and businesses in creating growth momentum through innovation and national digital transformation; the shortage of staff with science and technology expertise in the leadership team, and inadequate human resources. In addition, the management mechanism is more controlling than encouraging innovation, the inconsistency and confusion in local implementation due to the lack of synchronization in implementing Resolution 57 among ministries, branches and localities.
Accordingly, Associate Professor - Dr. Vu Hai Quan made 4 important recommendations for the province in implementing Resolution 57. In particular, the province urgently identifies local strategic products to be associated with strategic science and technology investment; has policies to encourage enterprises to invest in science and technology, innovate and commercialize research results; has policies to attract and develop high-quality human resources; the province can select a number of priority programs and build the province's science and technology program on those priorities.

Provincial Party Secretary Nguyen Ho Hai thanked Associate Professor - Dr. Vu Hai Quan for taking the time, thoughts and feelings to share solutions and recommendations in implementing Resolution 57 of the province; at the same time, he hoped that leaders of agencies and units would continue to research, contribute ideas, make suggestions and propose many practical solutions to further promote the role of science and technology, serving the socio-economic development of the province.

The Provincial Party Secretary requested the Provincial Party Committee and People's Committee to lead and direct departments, branches and sectors, especially the Department of Science and Technology, to fully absorb the contents of the conference, advise the Provincial Party Committee and People's Committee to lead and direct localities, agencies and units to apply and implement in accordance with the practical conditions of each locality and unit, creating many new driving forces in science and technology activities and innovation, promoting strong socio-economic development of the province in the new context.
