Synchronous, urgent and methodical
Strictly implementing the Central's directives on streamlining the political system, from April 17 to 19, the entire Bac Kan province simultaneously organized to collect opinions from voters representing households on two key projects: Reorganizing commune-level administrative units and merging Bac Kan province with Thai Nguyen province. The results showed a very high consensus from the people, with the consensus rate for the commune-level merger project reaching from over 98% to over 99%..
Before conducting the consultation, the province directed the preparation work to be carried out methodically and thoroughly. The entire grassroots political system has participated, maximizing the role, responsibility and initiative of local officials and organizations. The contents of the project have been widely disseminated, helping people understand the goals and long-term benefits of the arrangement. According to the draft, the whole province will reorganize 108 commune-level administrative units, leaving only 37 units, a reduction of more than 65%. This is not only a step to meet the criteria on area and population, but also an opportunity to restructure the development space, strengthen connections and promote the potential of each area.
Previously, the work of streamlining provincial departments, branches, sectors, associations and unions was also seriously and timely implemented. Some departments and sectors with similar functions were merged or reorganized, reducing intermediate levels, streamlining focal points, and improving operational efficiency. These are practical steps, demonstrating political determination in realizing Resolution No. 18-NQ/TW on innovation, streamlining and reorganizing the apparatus to be streamlined, effective and efficient.
A historic turning point for a new development model
Bac Kan and Thai Nguyen provinces are entering the decisive phase of a major policy: Merging two provinces into a new provincial-level administrative unit. This is a strategic decision, demonstrating a long-term vision and careful preparation from the central to local levels. The results of the voter survey on the project to merge the two provinces continue to record a very high consensus, reaching over 98% in some places.
According to the project chaired and coordinated by the Thai Nguyen Provincial People's Committee, the merger will bring comprehensive and long-term benefits. Bac Kan has strengths in forests, natural resources, and eco-tourism; Thai Nguyen is strong in industry, education, and health. The two localities complement each other, creating a space for harmonious, balanced, and effective development. From production, tourism, administrative management to national defense and security, all will be reorganized in a more streamlined and modern direction in a new administrative structure.
The highlight of the merger project is the two-tier government model that helps reduce intermediaries, increase operational efficiency, and ensure smooth and convenient operations for the people. In the context of increasingly strong digital transformation, the application of technology in management and work processing will help save time, costs, and improve service quality.
In the heroic atmosphere of celebrating the national reunification day on April 30, the apparatus streamlining revolution in Bac Kan and Thai Nguyen is imbued with the spirit of the times: Dare to think, dare to do, and resolutely innovate for the common good. A future with a streamlined administrative apparatus, modern government, and sustainable local development is gradually emerging in this land rich in revolutionary traditions./.
