Firstly, due to the incomplete and incorrect understanding of the document in implementing the content of support for residential land and production land, in many localities, the establishments believe that there must be available land funds to support the people. During the monitoring process, the working group of the Provincial People's Council pointed out to the localities that this understanding is not in accordance with the spirit of the guiding documents. This leads to the fact that people have a need for support for residential land and production land but cannot implement it, causing disadvantages for households in need of support.

The targets for forest protection and protection contracts have not been met. Through monitoring, localities have reported that there are still many forest areas that are eligible for support but have not been allocated for forest protection and protection (such as Na Ri 16,120ha, Bach Thong 176.36ha, etc.). The province has not yet reviewed and compiled data on forest areas eligible for protection, so support has not been provided; the contents of support for forest protection and regeneration promotion with additional planting; and support for protective forest planting according to the program have not been implemented.
The number of joint projects and community projects is still low, even some communes do not have any community projects (only a few joint projects), causing disadvantages for beneficiaries. The selection, appraisal and approval of projects have not been carefully considered, leading to some approved projects exceeding economic and technical standards. The decision to approve the project does not include a list of poor and near-poor households and the content of support; the participants do not ensure the rate of poor and near-poor households according to regulations. Many projects have not been implemented for the full cycle approved by competent authorities, affecting the objectives and effectiveness of project implementation.

For the project to support community production development, the output for products and the maintenance and expansion of the project still face many difficulties, the income of people after implementing the project is not high, and poverty reduction is not really sustainable. There are projects that have not completed the entire livestock cycle but people have arbitrarily sold products; the establishment of community projects is still slow and time-consuming; basically, the communes have not collected the capital turnover fund in the project according to Decision No. 43/2022/QD-UBND dated November 18, 2022 of the Provincial People's Committee.
Through monitoring, it is shown that the allocated budget for the project is mostly spent on training courses, propaganda conferences, communications, and policy dialogues. Activities to support ethnic minority women in building livelihood models, developing the economy, especially livelihoods associated with the application of science and technology, still face many difficulties, due to low educational level, people are used to small-scale, fragmented practices, and are not bold enough to invest in production development...

These difficulties are due to a number of reasons pointed out such as: Leadership and direction in some places are not really drastic, not proactive in carrying out assigned tasks, confusion in the implementation process. Some units are slow to implement, so many targets have not been achieved according to plan. The guiding documents for some activities are still general, so the implementation process at the grassroots level is still confusing, many contents are complicated such as supporting the development of production and business plans for cooperatives and cooperative groups led by women, need to sign contracts to hire consultants, designers... while the capacity of the directors of cooperatives and cooperative groups is still limited, leading to difficulties in implementation.
After supervising in districts, cities, localities and working with departments and branches, comrade Tran Thi Loc, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council directed: In order to effectively implement the contents of the National Target Program on socio-economic development in the coming period, competent authorities of the province, districts and localities seriously learn from experience and overcome the limitations that have been pointed out; further strengthen coordination between levels and branches. Review and adjust land use planning for each period accordingly, in which it is necessary to pay attention to the land use planning of rural areas, especially areas where households have lived stably for a long time, have built houses on land not included in the land use planning, thereby implementing the work of adjusting land fluctuations.
Strengthen propaganda and guidance for people to participate in natural regeneration promotion with additional planting so that people have income and sustainable management and protection of natural forests. Strengthen inspection, supervision, and professional support for the activities of models and communication teams to promptly remove difficulties and improve the effectiveness of implementation of the contents./.
