According to initial information, at around 0:45 a.m. on May 13, Ms. Nguyen Thi Binh (born in 1974, residing in Lam Vuong village, Xuan Lien commune) was sleeping in the house when she heard a baby crying outside the gate.
After going out to check, Ms. Binh discovered the newborn baby girl, about 1 week old, weighing nearly 3kg, placed in a red plastic basket, along with some personal items such as a blanket, pillow, a handwritten letter and 200,000 VND.
Immediately after receiving the news, local authorities and Xuan Lien Commune Police coordinated with the Commune Health Station to check health and make a record of the incident.
While waiting for relatives to come and claim the child, the People's Committee of Xuan Lien commune temporarily handed over the child to Ms. Nguyen Thi Binh (the person who discovered the child) to care for and raise.
Xuan Lien Commune People's Committee announced that after 7 days, if relatives do not come to receive the baby, the locality will register the baby's birth and carry out legal procedures related to the child according to the provisions of law.
