On the afternoon of May 28th, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep signed two urgent dispatches to localities in the Northern region, Thanh Hoa, and coastal provinces from Binh Dinh to Ninh Thuan, requesting them to focus on responding to two complex natural disaster phenomena: floods on rivers in the North and a low-pressure area forming over the East Sea.
The Ministry of Agriculture and Environment issued a document following a report from the Department of Meteorology and Hydrology regarding the risk of a flood with an amplitude of 2-5m on the Thao River, Lo River, and other smaller rivers in the Northern region and Thanh Hoa province from the evening of May 28th to May 29th. The flood peak in the upstream areas is likely to exceed alarm level 1.

Given this risk, localities need to closely monitor the developments of rain and floods, promptly inform local authorities and the people, and inspect production and aquaculture activities in and along the river to ensure the safety of people, property, and infrastructure. Owners of fish cages, water transport vehicles, and construction projects along the river need to proactively respond and avoid being caught off guard in emergency situations.
According to the National Center for Meteorological and Hydrological Forecasting, a low-pressure area has formed over the central part of the East Sea. The center stated that this morning, the low-pressure area was located at approximately 11-12 degrees North latitude and 110-120 degrees East longitude. The sea area from Binh Dinh to Ninh Thuan is experiencing strong gusts of wind at levels 6-7, with waves over 2 meters high, posing a danger to maritime activities.
The Ministry of Agriculture and Environment requests that coastal provinces proactively inform vessels operating at sea about dangerous areas to avoid them, and maintain regular communication to promptly handle adverse situations. Rescue forces should also be ready to deploy when needed.
