The Ha Long Carnival 2025 program consists of 3 chapters recreating and conveying the unique cultural features of Quang Ninh to a large number of people and tourists, including: Ha Long Heritage - Brilliant Wonder; Quang Ninh - Heritage within Heritage; Integration with Five Continents - Shining Pioneer. The performances are elaborately staged, demonstrating the spirit and people of Quang Ninh who are generous, always striving to contribute and contribute to building the Fatherland to be more and more beautiful and civilized. At the same time, it helps visitors discover the endless beauty of Quang Ninh, where majestic nature blends with unique cultural values. The performance recreates a resilient Quang Ninh, a sea that embraces children born from the waves and wind, with a spirit as majestic as the mountains and full of vitality as the ocean. There is also a performance of Binh Lieu Then singing, to honor the intangible cultural heritage of Binh Lieu Then singing, a quintessence of the Tay people in the border region of Quang Ninh... In addition, Ha Long Carnaval also has a parade of model cars combined with art performances and costumes imbued with the Carnaval style. DJ performances with a large-scale stage design, gathering a large number of actors, artists and people, tourists to join in the vibrant electronic music party. The high-altitude fireworks display brings visitors an interesting experience.

“Connecting heritage – Pioneering to shine”, the message of Ha Long Carnival 2025 is an affirmation of the goal of building the Quang Ninh tourism brand as a convergence point of the quintessence of Vietnamese and world heritage. Ha Long in the future will reach out and shine as a brilliant Cultural – Festival center, where heritage sublimates, colors converge, bringing Quang Ninh to break through and reach far in the new era.
Mr. Nguyen Ngoc Son, Vice Chairman of Ha Long City People's Committee said: "This is also the last Carnaval that Ha Long City organizes when from July 1, the district-level administrative units will end their activities. For the first time, Ha Long Carnaval is not only the pride of Quang Ninh but also becomes a place where intangible heritages from all three regions converge, honoring national identity on the background of world natural wonders. Each performance, each festival color is a heritage story, creating "heritage within heritage". Including intangible cultural heritages recognized by UNESCO such as: Binh Lieu Then singing, Royal court music, Central Highlands gongs, Co Doi Thuong Ngan, Don Ca Tai Tu ...
According to the Organizing Committee, Carnaval 2025 uses modern technology. The performances and scenes in the Program are expressed in the language of contemporary art, with mapping, lasers, light shows, and cutting-edge technology effects, creating a festival space that keeps up with world trends. The program uses 10 high-power projectors manufactured in the US and Belgium to display all the illustrations for the art performances. The stage is built with rock mountain models to display 3D mapping.

Ms. Hoang Thi Thuy, a tourist from Hanoi, shared: “Every year at this time, my family goes to Quang Ninh to travel and watch the Carnival. The program is very elaborate, grand and interesting. Ha Long has beautiful scenery and the tourism environment has been improved, with good traffic infrastructure. However, the service needs to be improved, it needs to be more professional and the tourism infrastructure also needs more investment. We will also visit many other tourist attractions in Quang Ninh during this holiday.”

In 2025, Quang Ninh aims to welcome 20 million visitors, including about 4.5 million international visitors. Tourism stimulus programs will help attract visitors to Quang Ninh and realize the above goal.
