State Audit guides regulations on tasks, order and procedures for important national projects

On November 27, the State Audit issued Decision 1427/QD-KTNN providing this guidance stipulating the tasks, procedures, and contents of preparing the State Audit's (SA) opinions on investment policies for national target programs (NTPs) and important national projects.

Accordingly, the subjects of application include units under the State Audit assigned to prepare the State Audit's opinions on the investment policy of the National Target Program and important national projects, heads of units, organizations and related individuals assigned to the task. Heads of units organize the implementation of assigned tasks, directly direct the collection of information, prepare opinions and complete the State Audit's Opinion Report on the Government's report on the investment policy of the National Target Program and important national projects submitted to the National Assembly . During the implementation process, units, organizations and individuals assigned to the task must comply with the regulations on Information Security according to the provisions of the Law on Protection of State Secrets and the regulations and instructions of the State Audit.

Regarding the tasks in which the General Department advises the State Auditor General to assign the unit to preside over the preparation of the State Audit's opinions on the investment policy of the National Target Program and important national projects in accordance with the functions and tasks of each unit; the unit assigned by the State Auditor General to preside over and coordinate with relevant units to organize the development of the Report on the State Audit's opinions on the investment policy of the National Target Program and important national projects according to the provisions of Article 5 of this Guide, submit it to the State Auditor General for approval to send to the Standing Committee of the National Assembly, the National Assembly and competent authorities according to regulations.

The General Department, the Department of Audit Regime and Quality Control, the Legal Department and relevant units, if any, are responsible for providing comments on the draft report on the State Audit's opinions on the investment policy of the National Target Program and important national projects before the assigned unit completes them and submits them to the State Auditor General for consideration and decision.

Regarding the preparation and drafting of opinion reports, including drafting an implementation plan: the unit assigned by the State Auditor General shall preside over drafting and submit to the State Auditor General an implementation plan, clearly stating the work steps, responsibilities of coordinating units and implementation time, collecting information, records and documents: implementing according to regulations, evaluating the investment policy of the National Target Program and important national projects: implementing according to regulations, drafting and completing the State Auditor General's Opinion Report on the investment policy of the National Target Program and important national projects: implementing according to regulations, procedures, and content of the work steps implemented according to regulations and requirements and instructions of the State Auditor General based on the actual situation.
