Check the progress of implementing national target programs in Lac Thuy district

The working group of the Provincial People's Committee inspected the dam repair project in Vo hamlet, Thong Nhat commune, Lac Thuy district.

In the 2024 - 2025 period, the total investment capital for the National Target Program on New Rural Construction of the district was assigned over 9 billion VND. As of April 8, 2025, over 6 billion VND had been disbursed, reaching 66% of the assigned plan. In 2025, the expected investment capital assigned to the communes as investors was over 11.5 billion VND, implementing 12 traffic works; currently, the communes are carrying out investment preparation work, 9/12 works are approving contractor selection plans. The allocated public capital in 2024 was over 1.8 billion VND, to date, the disbursement has reached over 97%; it is expected that 2.9 billion VND will be allocated in 2025. The district has not had any communes meeting the new rural standards according to the new requirements.

For the National Target Program on Sustainable Poverty Reduction, the investment capital in 2024 is over 343 million VND, 100% of which has been disbursed; the allocated career capital is over 4.2 billion VND, 3.8 billion VND has been disbursed, reaching 90%; the remaining source transferred to 2025 is over 425 million VND, expected to be allocated over 4 billion VND this year.

For the National Target Program on socio-economic development of ethnic minority and mountainous areas, the total investment capital allocated in 2024 and 2025 is nearly 17 billion VND, by the end of March 2025, over 15 billion VND had been disbursed, reaching 88.7% of the plan. The total capital allocated in 2024 and transferred in 2023 is over 16.8 billion VND (the capital transferred in 2023 is over 1 billion VND and has been almost fully disbursed); the capital in 2025 has not yet been planned to be allocated to implement the program.

At the meeting, Lac Thuy District People's Committee proposed that the Provincial People's Committee allocate capital in 2025 for implementation. For the National Target Program on socio-economic development of ethnic minority and mountainous areas, it is allowed to transfer the assigned career capital in Project 5, sub-project 3; Project 8 and Project 10 which are no longer needed for implementation, VND 1.6 billion, to implement Project 1, Project 4, sub-project 1.

Concluding the meeting, the Vice Chairman of the Provincial People's Committee acknowledged the efforts of the People's Committee of Lac Thuy district in implementing the National Target Programs. He requested that in the coming time, the district fully review the 3 programs for the period 2021 - 2024. The standing agencies of the 3 programs and members of the Provincial Steering Committee closely coordinate with Lac Thuy district. Agree to evaluate the solutions to organize the implementation of the National Target Programs, avoid capital arrears, and resolve difficulties and obstacles.
