Proposal to add more subjects eligible to buy social housing

Responding to the proposal to expand the number of people who can access this type of social housing during work, study, and business hours, according to the Ministry of Construction , the 2014 Housing Law has stipulated groups of people as well as conditions to enjoy social housing policies.

Specifically, adding more beneficiaries of social housing support policies, including enterprises and production cooperatives inside and outside industrial parks that are allowed to rent accommodation for workers.

The draft also proposed to reduce and loosen the conditions for enjoying social housing policies: removing the residence condition; in case of renting, there is no need to meet the housing and income conditions.

“ The amended and supplemented provisions in the above draft Law, if passed, will create conditions for groups of beneficiaries of social housing policies and vulnerable people in society to access many forms of social housing support, contributing to ensuring social security, ” informed the Ministry of Construction.

In addition to the proposal to add more subjects eligible to buy social housing, voters in Ho Chi Minh City also proposed to buy social housing managed by the State or by the State to a company. When the residents no longer need it, it can be sold and returned to the State at a suitable price (after depreciation of the time of use) and the State can resell it to other workers in need.

The value of social housing must be determined based on the income level of ordinary workers, meeting the area, amenities, and minimum needs.

The Ministry of Construction said that it has taken note of the opinions and recommendations of voters in Ho Chi Minh City for study and will continue to coordinate with the National Assembly agencies in the process of completing the draft amended Housing Law, submitting it to the National Assembly for approval at the 6th session.
